17-302.4.3 Insect Screens: During the period from April fifteenth to <br />November fifteenth, every door and window or other outside opening used for <br />ventilation purposes shall be supplied with a tight fitting screen of not less <br />than sixteen mesh per inch, and every screen door shall have a self closing <br />device in good working order. <br /> <br />Exceptions: <br /> <br />1. In commercial, industrial, manufacturing, or warehouse uses <br /> where no product used in food for human consumption is sold, <br /> processed, manufactured, or stored unsealed, and where no <br /> material is exposed which can serve as a food or breeding <br /> medium for flying insects. <br />2. Where air conditioning by refrigeration is provided, however, <br /> openable windows required by Section 17-402.2 shall be <br /> provided with screens. <br />3. Screen doors shall not be required for out-swinging doors or <br /> other type of opening which make screening impractical, <br /> provided other approved means such as air curtains or insect <br /> repellent fans are employed. <br /> <br />17-302.4.4 Door hardware~ .. Every exterior door and its hardware shall be <br />maintained in good condition. Door locks on all doors entering dwelling units <br />shall be in good repair and capable of tightly securing the door. Exterior <br />doors used as a common means of egress for more than two dwelling units shall <br />be tight fitting and equipped with an automatic door closing device in good <br />working condition, in order to protect against the entry of rats and other <br />vermin. <br /> <br />17-302.4.5 Basement hatchways: Every basement or cellar hatchway shall be so <br />constructed and maintained as to prevent the entrance of rats, rain, and <br />surface drainage water into the structure. <br /> <br />17-302.4.6 Guards for basement windows: Every basement or cellar window <br />which is openable shall be supplied with a framed, heavy wire screen or hard- <br />ware cloth of not less than four mesh per inch or other approved material <br />affording equivalent protection against the entry of rats. <br /> <br />17-302.4.7 Security bars, grilles or screens: Burglar bars, protective <br />grilles or security screens, shall be maintained in a clean and good state of <br />repair, firmly anchored to the building. Hardware ~loth, chicken wire, woven <br />wire, chain link or wire fencing materials shall not be used as a component of <br />protective grilles or security screens for show windows, display windows or <br />building entrances. Bars, grilles or screens used over emergency escape <br />windows shall be releasable or removable from the inside without the use of a <br />key, tool or excessive force. <br /> <br />17.302.5 Display windows and entrances: All display windows, doors and <br />entrances exposed to public view shall be kept clean and in a state of good <br />repair. No storage of materials, stock or inventory shall be permitted in <br />window display areas or similar areas ordinarily exposed to public view unless <br />screened by drapes, venetian blinds or other permanent means to conceal same <br />from public view. All materials used to screen interiors from public view <br />shall be installed and maintained in a workmanlike, clean and good state of <br />repair. <br /> <br />SECTION 17-303.0 INTERIOR STRUCTURE <br /> <br />17-303.1 General: The interior of a structure and its equipment shall be <br />maintained in good repair, structurally sound and in a sanitary condition so <br />as not to pose a threat to the health, safety, or welfare of the occupants or <br />visitors and to protect the occupants from the environment. <br /> <br />17 <br /> <br /> <br />
