17-302.3.7 Stairs and porches: Every stair, porch, fire escape and balcony, <br />and all appurtenances attached thereto shall be so constructed as to be safe <br />to use and capable of supporting the anticipated loads, and shall be main- <br />tained in sound condition and good repair. Every stair, porch and fire escape <br />shall be maintained free of hazardous conditions, and clear of mad and other <br />debris. There shall be no variation exceeding 3/8 inch (9.5 mm) in depth <br />adjacent treads or in height of adjacent risers; and the difference between <br />the largest and smallest riser shall not exceed 1/2 inch (12.7 mm) in any <br />flight of stairs. <br /> <br />Every flight of stairs which is more than four risers high shall have a hand- <br />rail on at least one side of the stair, and every open portion of a stair, <br />porch, landing or balcony which is more than 30 inches (762 mm) above the <br />grade below shall have guardrails. Handrails shall be not less than 30 inches <br />(762 mm) nor more than 38 inches (965 mm) high, measured vertically above the <br />nosing of the treads. Guardrails shall be not less than 30 inches (762 mm) <br />high above the floor of the porch, landing or balcony. <br /> <br />Every handrail and guardrail shall be firmly fastened and capable of bearing <br />normally imposed loads and shall be maintained in good condition. <br /> <br />17-302.4 Window and door frames: Every window, door, and frame shall be in <br />sound condition and weather-tight. <br /> <br />17-302.4.1 Glazing: Every window, glazed exterior door, exterior transom or <br />exterior sidelight shall be provided with properly installed glass or other <br />approved glazing material without holes, open cracks, or multiple cracks in <br />the same pane or sheet. In the event of breakage the owner or other person <br />responsible shall cause the immediate removal of broken glass from the pre- <br />mises and shall temporarily board up the affected openings with suitable <br />material to provide protection from the elements and to prevent entry of <br />insects, birds or animals and to provide security to the occupants and <br />contents of the building. <br /> <br />Since the presence of boarded-up buildings, particularly those where the <br />boarding is unpainted or applied in an insecure, careless, or unpresentable <br />fashion invites vandalism and creates a blighting influence which adversely <br />affects the general welfare of the people of this City, it is hereby required <br />that all boarding-up of exterior openings be accomplished in a neat, workman- <br />like manner with not less than one-half inch thick, weather resistant plywood, <br />cut to fit within openings, securely fastened in place and coated with an <br />appropriate neutral color blending with or harmonizing with the exterior <br />colors of the building so as to be as inconspicuous as possible. It shall be <br />the duty of the code official to notify the owner or other person responsible, <br />not complying with the above requirements, of the necessity of compliance, <br />giving a period of not more than ten working days in which to replace the <br />broken glass, or repair, replace or paint the boarding. This notice shall be <br />given in the manner required by section 17-105 and it shall be unlawful for <br />any person to fail to comply with the order of the code official contained in <br />such notice. <br /> <br />The boarding up of exterior wall openings of occupied structures shall be <br />limited to temporary use unless the assemblage of material used fully meets <br />the fire resistance requirements of the building code and has been installed <br />in accordance with the conditions of a duly issued building permit. If any <br />part of a boarded up building is occupied, it shall be the duty of the code <br />official to notify the owner or other person responsible, giving them a period <br />of not more than ten working days in which to replace the glass or remove the <br />temporary boarding and replacing it with permanent construction meeting the <br />requirements of the building code.
