property, the code official shall cause the necessary work to be done includ- <br />ing the boarding-up of all accessible openings, to render such building or <br />structure or part thereof temporarily safe. All boarding-up of openings <br />required under this section shall consist of not less than 1/2 inch thick <br />weather-resistant plywood suitably coated with paint or other protective coat- <br />ing to prevent deterioration, cut to fit within openings, and securely nailed <br />and braced. <br /> <br />SECTION 123.0 BOARD OF SURVEY <br /> <br />123.3 Compensation and Fees: The third member shall receive as compensation <br />for services a fee of four hundred dollars to be paid to the City by the <br />appellant at the time of filing the application. The application must also be <br />accompanied by an application fee in the amount specified by local ordinances. <br /> <br />SECTION 124.0 MEANS OF APPEAL <br /> <br />124.1 Application for Appeal~ Any interested person shall have the right to <br />appeal to the board of appeals ~rom a decision of the code official refusing <br />to grant a modification to the provisions of this code covering the manner of <br />construction or materials to be used in the erection, alteration or repair of <br />a building or structure. An application for appeal shall be based on a claim <br />that the true intent of this code or the rule legally adopted thereunder have <br />been incorrectly interpreted, the provisions of this code do not fully apply, <br />or an equivalent form of construction can be used. <br /> <br />124.1.1 Filing Procedure: All appeals shall be filed in writing with the code <br />official within thirty (30) days after the decision to be appealed is rendered <br />by the code official. Appeals must be accompanied by a fee in the amount <br />specified in local ordinances. <br /> <br />124.2 Membership of Board:I The board of appeals shall consist of seven <br />members appointed by the City Council. Board members shall be appointed for a <br />five year term and serve until a successor has been appointed. <br /> <br />124.2.1 Qualifications of Board Members: At least three of the members shall <br />have at least ten (10) years experience as a licensed architect, builder, <br />superintendent of building construction or licensed professional engineer with <br />structural, civil or architectural engineering experience. <br /> <br />124.2.2 Alternate Members: Is hereby deleted in its entirety. <br /> <br />124.2.5 Secretary: Is hereby deleted in its entirety. <br /> <br />124.3 Notice of Meeting: <br />person, within thirty (30) <br />periodic meetings. <br /> <br />The meeting <br />days of the <br /> <br />shall be upon notice from <br />filing of an appeal, or <br /> <br />the chair- <br />at stated <br /> <br />124.6 Board Decisions: No resolution shall be approved unless it receives <br />the affirmative vote of those members present to hear the appeal, but in no <br />case shall the board modify or reverse the decision of the code official with- <br />out a concurring vote of at least three of its members. <br /> <br />SECTION 125.0 NUMBERING OF BUILDINGS <br /> <br />125.1 Building Permits: Before a building permit is issued for the erection <br />of any building requiring a number, the applicant shall be assigned an <br />official number for the building in accordance with the standard numbering <br />system established for the City. <br /> <br />125.2 Numbering System: On all east and west streets, numbers shall be a <br />continuation of the numbering system established by the City of St. Louis, <br />with odd numbers on the north side and even numbers on the south side. On all <br />north and south streets, Forsyth Boulevard shall be the dividing line, and <br />numbering shall be assigned northwardly and southwardly from such dividing <br />line, with even numbers on the east side and odd numbers on the west side.
