2602.3.2 Periodic Inspections: Periodic inspections shall be made by an approved agency or by an inspector employed by an accredited insurance company which is the primary insurer of the equipment to be inspected, and shall be made at the expense and responsibility of the owner. The approved agency or insurance company shall submit a detailed report of the inspections to the code official on approved forms within 30 days following the completion of the inspections. ELECTRICAL WIRING AND EQUIPMENT SECTION 2704.0 PERMIT AND CERTIFICATE OF INSPECTION 2704.5 Homeowner Permits: Subject to all provisions of sections 2704.5.1 through 2704.5.6, a permit may be issued to the owner or to a member of the owner's immediate family for the repair or modification (including the installation of additional fixtures, outlets and circuits) of an existing electrical system on the premises of a detached one-family dwelling including accessory structures. 2704.5.1 The dwelling shall be designed and used solely for living purposes. 2704.5.2 The dwelling shall be occupied by the permittee. 2704.5.3 The permittee shall personally perform all required work. 2704.5.4 Prior to the issuance of a permit under this Section, the code official shall determine that the request for a permit complies with the fore- going provisions and that the applicant has the necessary knowledge and ability to perform the proposed work in accordance with code requirements. 2704.5.5 The permit may be revoked by the Code Official if it is determined that work under the permit is not being properly performed or that the appli- cation did not comply or no longer complies with this Section. Upon such revocation, the property owner may be required by the Code Official to proceed immediately to procure a licensed electrician to correct or complete the work. 2704.5.6 This Section does not authorize a waiver or modification of any provision of this Code relating to the materials, design, installation or practice of electrical work, or to the preparation and approval of plans, or to required fees for permits, inspections or reinspections. 2704.6 License Required: A permit shall be issued only to a person who has a currently valid electrical contractors license, electrical maintenance license, electrical industrial license, or electrical communications contrac- tors license, duly issued by the Building Commission of St. Louis County, Missouri, or to a homeowner for work to be performed under a homeowners permit.
