CARDS”; BY ENACTING THEREIN A NEW SECTION <br />TO BE KNOWN AS “SECTION 5.08.226 REPRODUCED, MODIFIED OR <br />ALTERED IDENTIFICATION CARD”; BY ENACTING THEREIN A NEW <br />SECTION TO BE KNOWN AS “SECTION 5.08.442 PURCHASE OR <br />POSSESSION BY MINOR-NON-INTOXICATING BEER CONTAINERS”; AND <br />BY ENACTING THEREIN A NEW SECTION TO BE KNOWN AS “SECTION <br />5.08.444 MISREPRESENTATION OF AGE BY MINOR TO OBTAIN BEER”; <br />CONTAINING A SAVINGS CLAUSE AND PROVIDING A PENALTY. <br /> <br />This bill was introduced by Ms. Brot after Council approved amending the <br />agenda to include it. This bill was rewritten from the earlier bill introduced at <br />the last Council session. More background information was supplied for the <br />Council during the introduction of this bill. <br /> <br />CITIZEN COMMENTS ON NON-AGENDA ITEMS <br />Richard Docket, 6844 Crest <br />Mr. Docket commented on the previously held meeting by the State’s Public Service <br />Commission concerning Ameren U E’s request for a rate increase. He said it was well <br />attended and thanked Councilmember Mr. Price and Ms. Brot for their attendance and <br />participation. He also thanked City Manager Ms. Feier for attending and reporting many <br />facts about the outages in University City. He is disturbed that charges for University <br />City’s electricity usage remain the same even though a very large number of the street <br />lights are not working. Mr. Docket said that the citizens called for a rate reduction or a <br />rebate. <br /> <br />Carl Cibulka, 1421 Coolidge <br />Mr. Cibulka was concerned about the fumes and noise from gas powered generators. He <br />would like the Council to address the issue of the placement of these generators so as to <br />decrease their disturbance and hazardous nature to the neighbors. He also wanted <br />Council to establish these generators could be run only when true electrical outages <br />occurred and not because electricity was turned off. <br /> <br /> <br />COUNCIL COMMENTS <br />Ms. Brot asked everyone to encourage University City High School students to attend the <br />Big Read pizza lunch and program about the book, Farenheit 45” on February 17, 2007, <br />at noon at Centennial Commons. <br /> <br />Secondly, Ms. Brot said that along the lines of Farenheit 451, she emphasized the <br />importance of allowing citizen input. She wanted to take this opportunity to go on record <br />saying that University City’s administration failed in not allowing UCityUnited to publish <br />their next meeting date in U.City’s quarterly community newspaper, “City Scape”. Ms. <br />Brot said that UCityUnited is not political and desires to relate the history of their group to <br />University City citizens and to explain their purpose is to examine what actually goes on <br />in the Commissions and the City Council.
