restricted; the requested restricted time period; and be <br />signed by at least one owner of record for each of the <br />parcels of real estate constituting in excess of seventy-five <br />percent of the parcels of real estate adjacent to the block <br />of the public street involved. <br /> <br />(3) The petition shall be addressed to the Traffic <br />Commission for its review. The Traffic Commission shall make <br />an investigation and submit its recommendation to the City <br />Council. <br /> <br />(4) Restrictive hours shall not exceed six (6) consecutive <br />hours daily (Monday through Friday) to be specifically <br />recommended by the Traffic Commission after consideration of <br />legitimate business and residential needs. <br /> <br />(5) Individua/~.~xermits for residents of the restricted area <br />shall be obtained by application to an officer designated by <br />the City Manager. <br /> <br />(6) Applicants must present a valid University City <br />occupancy permit for an address on the designated block(s), <br />and a valid State of Missouri automobile registration <br />certificate for each permit requested. The automobile(s) <br />must be registered to an individual listed on the occupancy <br />permit. The number of permits shall not exceed the number of <br />vehicles owned by the resident. <br /> <br />(7) A maximum of two transferable visitor permits shall be <br />made available to each residence whether or not the resident <br />owns an automobile. <br /> <br />(8) No permit issued under this ordinance shall guarantee or <br />reserve to the holder a particular parking space within the <br />restricted area, but shall allow to the holders of permits <br />general parking in said area during the restrictive hours <br />specified by this ordinance and so posted. <br /> <br />(9) This ordinance shall not apply to corporations or <br />individuals who are performing commercial services, repairs, <br />or emergency assistance for any resident living in the <br />specified area and they are exempt from the restrictions of <br />this ordinance. <br /> <br />(!0) It shall be unlawful for any owner or operator to park <br />any vehicle on any street designated to be a residential <br />parking permit area, during the restrictive hours, without <br />having a valid residential permit or being exempt as provided <br />in 9 above. <br /> <br />(11) Any person, firm or corporation violating this <br />ordinance shall upon conviction thereof be subject to the <br />penalty provided in Chapter 1, section 8 of the Municipal <br />Code of the City of University City. <br /> <br />-2- <br /> <br /> <br />
