b. To consider applications for building permits, <br />including sign permits, for historic landmarks or <br />within an historic district and to make interpre- <br />tations and recommendations concerning such <br />applications to the zoning administrator; <br />c. To consider and review proposed changes to <br />buildings, structures, humanly constructed objects, <br />street furniture, city parks, civic areas, public <br />facilities or environmental features of an historic <br />landmark or within an historic district, reporting <br />its recommendations to the city staff; <br />d. To consider applications for permission to <br />demolish buildings, structures or humanly con- <br />structed objects anywhere in the city, and to make <br />recommendations concerning such application to the <br />zoning administrator; <br />e. To consider applications for conditional use <br />permits for an historic landmark or within an <br />historic district, and to make recommendations <br />concerning such requests to the plan commission; <br />f. To consider applications for the grant of <br />variances to an historic landmark or within an <br />historic district, and to make recommendations <br />concerning such requests to the board of adjust- <br />ment; <br />g. To make such rules and regulations with respect <br />to commission procedures as are consistent with the <br />intent and purposes of this article and as are <br />necessary to fulfill the responsibilities of the <br />commission under this article; <br />h. To consider all applications for amendments, <br />modifications or revisions of this article, and to <br />make recommendations concerning such applications <br />to the city council in such manner as to afford <br />review and comment by the plan commission; <br /> i. To file an application with the zoning adminis- <br /> trator to amend the text of the zoning code or to <br /> rezone any property in University City; <br />j. To initiate from time to time a comprehensive <br /> review of the provisions of this article or any <br /> part thereof; <br /> k. To disseminate to owners or occupants of <br /> historic landmarks or within historic districts, or <br /> to the general public, information concerning the <br /> preservation of historic landmarks or historic <br /> districts; <br /> 1. To solicit grants or gifts on behalf of the <br /> city and to make recommendations to the city <br /> council regarding the acceptance of grants or <br /> gifts; <br /> m. To spend appropriated funds, grant allocations, <br /> or other funds, for the employment of technical <br /> advisors and other budgeted operating expenses; <br /> subject to the limitations of established city <br /> <br />-2- <br /> <br /> <br />
