budgetary and purchasing procedures; <br />n. To recommend inspections by city staff and a <br />representative of the historic preservation com- <br />mission of historic structures or objects within <br />historic districts and to advise the Building <br />Commissioner of any findings of deterioration such <br />that the landmark, structure or object is in a <br />state of demolition as defined in Section 54-118, <br />subject to staff scheduling and budgetary restric- <br />tions. The Commission may recommend that the city <br />require repairs sufficient to prevent demolition by <br />deterioration; <br />o. To recommend to the traffic commission, plan <br />commission and city council a plan for any estab- <br />lished historic landmark site or historic district <br />regarding development, which plan may be adopted <br />by the city council as an amendment to the <br />ordinance establishing the historic landmark or <br />historic district; <br />p. To consider proposed alteration or maintenance <br />project involving city owned property that has <br />been designated an historic landmark or district <br />and to report its findings and recommendations to <br />the city staff; <br />q. To conduct ongoing survey and research to <br />identify and document buildings, structures, <br />objects, sites and districts that are of historic, <br />archaeological, architectural, engineering, <br />cultural, or scenic significance to the locality, <br />the state, or the nation; <br />r. To recommend the establishment of regulations, <br />guidelines and policies to preserve the integrity <br />and ambience of designated landmarks and districts. <br />The commission shall have the authority to review <br /> new construction, alterations, removals, and <br />demolitions proposed within the boundaries of a <br />landmark or district, including review of plans <br /> for vacant lots and non-historic buildings or <br /> structures within a district; <br /> s. To recommend to the City Council <br /> policies and economic incentives to <br /> preservation of significant historic <br /> districts; <br /> t. To prepare a comprehensive historic preserva- <br /> tion plan, or preservation element to the Compre- <br /> hensive City Plans including recommendations for <br /> codes, ordinances. or community programs; <br /> u. To assist owners of properties of historic <br /> significance in appeals to the Building Commis- <br /> sioner or Board of Appeals for relief from the <br /> provisions of the Building Code or Property <br /> Maintenance Code for reasons of historical <br /> appropriateness; <br /> v. To recommend to the City Council the acquisi- <br /> <br /> programs and <br />encourage the <br />landmarks and <br /> <br />-3- <br /> <br /> <br />
