INTRODUCED BY COUNCILMEMBER WAGNER BILL NO. 8112 (AS AMENDED) ORDINANCE NO. 5900 AN ORDINANCE APPROVING THE REDEVELOPMENT PROPOSAL FOR THE PROPERTY AT 6665 DELMAR IN THE DELMAR LOOP URBAN RENEWAL AREA; FINDING SAID PROPOSAL TO BE IN COMPLIANCE WITH CHAPTER 99.300 E__T. SEQ. AND CHAPTER 353 R.S.MO. 1986, AS AMENDED, FINDING THAT THE DEVELOPMENT OF SUCH PROPERTY I8 NECESSARY AND IN THE PUBLIC INTEREST UNDER CHAPTER 99,300 ET. 8EQ. AND CHAPTER 353 R.S.MO. 1986, AS AMENDED, AND IS IN THE INTEREST OF PUBLIC HEALTH, SAFETY, MORALS AND GENERAL WELFARE OF THE PEOPLE OF THE CITY OF UNIVERSITY CITY; AUTHORIZING A GRANT OF TAX ABATEMENT TO 6665 URBAN REDEVELOPMENT CORPORATION; AUTHORIZING THE CITY MANAGER TO EXECUTE ANY AND ALL DOCUMENTS NECESSARY TO IMPLEMENT THIS ORDINANCE; AND CONTAINING A SEVERABILITY CLAUSE. WHEREAS, on September 2, 1965, the Land Clearance for Redevelopment Authority of University City, Missouri, a Land Clearance Authority operating and existing pursuant to Sections 99.300 et. seq., R.S.MO, (hereinafter the "LCRA"), adopted an Urban Renewal Plan for the Delmar Loop, MO-R-55 Urban Renewal Project (hereinafter "the Plan"); and WHEREAS, on August 30, 1965, by Ordinance No. 4162, the City Council of the City of University City found the Delmar Loop Urban Renewal Area to be a blighted area under the provisions of Chapter 99,300 et. seq. R.S.Mo. and approved the Plan; and WHEREAS, the Plan, as adopted and approved, was recorded on April 27, 1966 at Book 5950, Page 284, of the Recorder of Deeds Office for St. LoUiS County, State of Missouri; and WHEREAS, the LCRA adopted an amendment to the Plan on September 23, 1969, and said amendment was approved by the City Council of University City on November 24, 1969, by Ordinance No. 4541, and recorded on July 27, 1970, the Recorder of Deeds Office for St. Missouri; and at Book 6467, Page 1806 of Louis County, State of STL-158889
