TAMPERING WITH A WITNESS - TAMPERING WITH A VICTIMs;I CONTA!~> INS A SAVING CLAUSE AND PROVIDING A PENALTY. 8E IT ORDAINED BY THE COUNCIL OF THE CITY {]F W!'.~!V~RSITY CITY, MISSOURI, AS FOLLOWS: Section !. Chapter 23 of the Municipal Code of the City of University City, ~elating to Offenses-Misce!lan~ous is hereby amended by enacting therein a new section to ~e known as "Section 23-50. Tampering with a WitneSs -' Tampering with a Victim;" reading as follows: 23-50 TAMPERING WITH A WITNESS - TAMPERING >j!l!!A VICTIM ~. A person commits the violation of "tampering with a witness" if, with purpose to induce a witness or a prospective witness in an official proceeding to disobey a subpoena or other logo! process, or to absent himself or avoid subpoena or other legal process, or to withhold evidence, information or documents, or to testify falsely, he: (a) Threatens Or causes harm to any percon or property; or (b) Uses force~ threats or deception: or (c) Offers, confers or agrees to confer ony benefit, direct or indirect, upon such witness; or [d] Conveys any of the foregoing to a~otl-er in furtherance of a conspiracy. 2. A person commits the violation of "victim ering" if, with purpose to do so, he prevents or dissuades or attempts tO prevent or dissuade any person who has been a victim of any crime or ordi- nance violation or a person who is acting on bphalf of any such victim from: (a) Making any report of such victimization to any peace officer, or State, local or federal law enforcement officer or prosecuting agency or to any judge;
