Private parking or storage of major recre- <br />ational equipment not exceeding 6 1/2 feet <br />in height is permitted in any carport or in <br />any part of a rear yard provided: <br /> <br />(a) <br /> <br />such parking or storage takes place in a <br />manner that screens the vehicle or equip- <br />ment from view at normal eye level from <br />any street or from any adjoining lot; <br /> <br />(b) any such parking or storage does not <br /> encroach upon the required off-street <br /> parking; <br /> <br />(c) <br /> <br />the total area of the lot devoted to such <br />outdoor parking or storage measured with- <br />in a single continuous rectangle does not <br />exceed 250 feet; and <br /> <br />(d) <br /> <br />all parking or storage of motor vehicles <br />takes place only on graded and paved sur- <br />faces of black top, concrete, or compar- <br />able paving material. <br /> <br />Other than as provided in 1 and 2 above, pri- <br />vate parking or storage of major recreational <br />equipment in any side or rear yard may be <br />permitted only when specifically approved by <br />the zoning administrator in writing after an <br />administrative hearing demonstrates that the <br />parking or storage of such major recreational <br />equipment will not impair an adequate supply <br />of light or air to adjacent property, in- <br />crease the danger of fire, endanger the <br />public safety, or substantially diminish or <br />impair property values within the neighbor- <br />hood. Such administrative hearing will be <br />held only upon the application of the occu- <br />pant or prospective occupant of the property <br />accompanied by an application fee in the <br />amount of $25.00. Hearing shall be held dur- <br />ing normal city working hours and notice <br />shall be mailed at least ten days prior to <br />the date of the hearing and sent by certified <br />mail to the owners of record of the abutting <br />properties as shown in city records. <br /> <br />d. Parking or storage of commercial motor vehicles <br />or commercial equipment on any part of a resi- <br />dential lot; except that on any lot improved <br /> with one or two family structure, a single com- <br /> mercial motor vehicle shall be permitted to be <br /> parked or stored in a carport or garage pro- <br /> vided the vehicle does not exceed 6 1/2 feet in <br /> <br />-2- <br /> <br /> <br />
