offices. <br /> <br />Hospitals, residential and outpatient substance <br />abuse treatment centers, and other institutions <br />of a religeous, educational or charitable or <br />philanthropic nature, provided that such buildings <br />shall not be located upon sites containing less <br />than three (3) acres. <br /> <br />Public utilities and services, including sub- <br />stations, special rights-of-way and easements, <br />provided that the exterior appearance of any <br />building so permitted shall be in keeping with <br />the character of the neighborhood in which it <br />is located. <br /> <br />4. Child day care center or day nursery. <br /> <br />Access road serving commercial development in or <br />out of PA districts. <br /> <br /> Section 2. This ordinance shall not be construed so as <br />to relieve any person, firm or corporation from any penalty <br />heretofore incurred by the violation of Section 34, nor to <br />bar the prosecution of any such violation. <br /> <br /> Section 3. Any person, firm or corporation violating <br />any of the provisions of this ordinance shall, upon <br />conviction thereof, be subject to the penalty provided in <br />Chapter 1, Section 1-8 of the Municipal Code of the City of <br />University City. <br /> <br /> Section 4.
