One (1) member who shall be appointed in any manner agreed upon by <br />the affected districts, to represent all other districts levying ad valorem taxes <br />within the area selected for a redevelopment project or the redevelopment <br />area, excluding representatives of the Council of the City of University City. <br /> <br /> Section 3. The terms of members of the TIF Commission first appointed by the <br />Mayor shall be staggered as follows: Two (2) members shall be designated to serve <br />for terms of two (2) years; two (2) members shall be designated to serve for a term of <br />three (3) years; and two (2) members shall be designated to serve for a term of four <br />(4) years from the date of such initial appointments. Members subsequently <br />appointed by the Mayor shall serve for a term of four (4) years. All vacancies shall be <br />filled for the unexpired portion of the original appointment only. The terms of the <br />members of the TIF Commission other than those appointed by the Mayor shall <br />terminate upon final approval of the redevelopment project, redevelopment plan, <br />or designation of the redevelopment area by the Council of the City. <br /> <br />Section 4. The TIF Commission shall have the following duties only: <br /> <br /> 1. To hold public hearings required by Section 99.825 of the TIF Act on any <br />proposed redevelopment plan, redevelopment project or designation of <br />redevelopment area, or any amendment thereto and to provide notices, all as <br />required by Sections 99.825-30 of the TIF Act; and <br /> <br /> 2. To vote on recommending any such plan, project, designation or <br />amendment within thirty (30) days of the completion of any such hearing; and <br /> <br /> 3. To make recommendations to the Council of the City within ninety (90) <br />days of the completion of any such hearing; and <br /> <br /> 4. To hold public hearings, vote, and make recommendations to the <br />Council of the City as required by the TIF Act with regard to any existing <br />redevelopment plan, redevelopment project, or redevelopment area where <br />there is proposed an altering of exterior boundaries, the affecting of the <br />general land uses established pursuant to such redevelopment plan, or <br />changing the nature of such redevelopment project and to provide notices as <br />required by Section 99.830 of the TIF Act. <br /> <br /> Section 5. The TIF Commission shall elect from its membership a Chairperson <br />and Vice-Chairperson, each for a term of one year. The TIF Commission may adopt <br />from time to time such rules of procedure as the TIF Commission may deem necessary <br />to effectuate the duties under this Ordinance. <br /> <br /> <br />
