~ The City Council determines and finds that KIoster Construction is the lowest responsible bidder for the necessary work. ~ The City of University City, Missouri is authorized to enter into the attached contract, marked 'Exhibit A" and made a part hereof. The City Manager is authorized to enter into and execute on behalf of the City of University City such contract and all other documents in connection therewith. Section 4. The 'whole cost" of such public improvements is approximately Two Million Two Hundred Eight Thousand Dollars ($2,208,000), including all expenses incurred by the City of University City for surveys, plans, engineering services, etc. Part of the final whole cost shall be paid for by a special tax or assessment levied against a benefit district which shall include the lots and parcels of private land at 6265-6277, 6301,6309, 6310-6318, 6315, 6329-6335, 6346-6370, 6372-6380, 6388-6394, 6500, 6501- 6525, 6600, 6604-6608, 6605 and 6610 Delmar Blvd. in University City, Missouri, at a rate not to exceed One Dollar ($1.00) per square foot of ground floor area. The total cost to said property owners is approximately Seventy Thousand Dollars ($70,000) and special tax bills evidencing such assessment shall be issued. The City of University City shall pay for the balance of the whole cost, which is approximately Two Million One Hundred Thirty-Eight Thousand Dollars ($2,138,000), out of available City of University City funds. Section 5. An emergency is hereby declared to exist in that additional parking facilities are needed immediately and the construction contract must be awarded before the bid expires on December 18, 1996.
