on maintaining the appearance of the community and was recently one of only 11 cities in Missouri to be <br />awarded the Governor's Town Treescape award. In addition, the City boasts the historic "Loop Business <br />District" featuring a variety of shops, restaurants and an outdoor produce market. The Project will be situated <br />within the Loop Business District. University City residents are of a diverse cultural background and are <br />deeply involved in community activities. There are more than 200 citizens volunteering their time and energy <br />to serve on the City's boards and commissions which have direct advisory power to the City Council. <br /> <br /> The City is a major cultural center in the St. Louis metropolitan area. It is home to the Center of <br />Contemporary Arts (COCA), a performing arts facility. It is also the summer home of the world renowned St. <br />Louis Symphony at the Conservatory & School for the Fine Arts (CASA). CASA has merged with the <br />Symphony and serves as the orchestra's summer residence. The City is also home to Craft Alliance, a regional <br />craft alliance which boasts the largest craft education program in the country. <br /> <br /> The City is located in the central corridor of the St. Louis metropolitan area. It is located five to <br />twenty minutes from seven of the top ten major employment centers in the area, including the City of Clayton <br />(the county seat), downtown St. Louis, the Barnes/Jewish/Christian Hospital complex; McDonnell Douglas <br />Corporation and Washington University. <br /> <br /> The City is adjacent to Washington University, which itself is located in a large portion of <br />unincorporated St. Louis County. Four of the University's properties are already located in the City, including <br />the recently acquired Famous Barr property (a former May Company Store location), which is slated for major <br />commercial and institutional expansion (Phase 1 is under construction). Discussions and communications with <br />University officials indicates that as St. Louis County moves toward full incorporation, the University will <br />elect to be annexed into the City. <br /> <br />Government and Organization <br /> <br /> Under the provisions of the City charter, University City is governed by a Council-Manager form of <br />municipal government. The legislative body of the City is the City Council, which is comprised of six <br />councilmembers and a mayor, all of whom are elected by residents of the City. The City Council appoints the <br />City Manager and City Clerk, and enacts legislation to protect the health, safety and general welfare of the <br />citizens of University City. The City Manager directly supervises all City government agencies and <br />departments, except the library, while also serving as chief advisor to the City Council.
