Pension Plans The City of University City provides retirement benefits to its employees with two separate pension plans: the Police and Firemen's Retirement Fund and the Non-Uniformed Employees' Retirement Fund. Both the Board of Trustees of the Non-Uniformed Employees' Retirement Fund and the Board of Trustees of the Police and Firemen's Retirement Fund consist of five citizen members, two employee representatives, the City Manager, and a member of the City Council. The Director of Finance of the City serves as Treasurer of the funds. The Board is vested with the management and control of all matters relating to the administration of retirement funds according to state statutes and the City Code provisions. Both plans are defined benefit pension plans and benefits are a lifetime annuity payable monthly. The plans also provide for death and disability benefits. The City's independent actuary reports that both plans are fully funded. The decline in population which University City experienced between 1970 and 1990 was due to smaller size families and an increase in the number of "empty nests." According to census reports the number of persons per household has declined from 2.8 persons per household in 1970 to 2.4 persons per household in 1990. Since 1990 however, the City's population has remained stable. According to the U.S. Census Bureau, the City's estimated population in 1996 was 40,778.
