Risk Management <br /> <br /> The City is a member of the St. Louis Area Insurance Trust ("SLAIT") and the Property' and Casualty <br />Trust of St. Louis, Inc. ("PACT"), which are two not-for-profit, self-insurance risk pools formed by various St. <br />Louis County municipalities. <br /> <br /> SLAIT was formed in August 1986 as a group self-insurer of workers' compensation. In addition to <br />insurance protection, SLAIT provides risk management services with emphasis on loss control, claims <br />administration, and management information services. SLAIT is fully funded by its member participants and <br />employs an outside service company to process all claims. <br /> <br /> PACT was formed in February 1987 with the intent of providing St. Louis County municipalities with <br />an improved loss control program which, in turn, would help to prevent or lessen the claims filed against <br />participating municipalities. The trust is also able to provide the required excess reinsurance at a discount <br />based on volume and the existence of the loss control program. Coverage is provided by PACT for general <br />and auto liability, subject to a $1,000 deductible per occurrence, and for law enforcement liability, subject to a <br />$2,500 deductible per occurrence. PACT also employs an outside service company to process all claims. <br /> <br /> Both SLAIT and PACT require an annual premium payment by members to cover estimated claims <br />payable and reserves for claims. The member municipalities have no legal interest in the assets, liabilities, or <br />fund balances of either SLAIT or PACT. However, the City retains a contingent liability to fund its pro rata <br />share of any deficit incurred by the trusts should the trusts cease operations at some future date. The City's <br />1996 premium payments to the trusts totaled $ <br /> <br /> The City also purchases commercial insurance to cover risks related to travel, public official liability, <br />earthquakes and employee blanket bonds. Settled claims resulting from these risks have not exceeded <br />coverage in any of the past three years. <br /> <br />[Please advise which of the above trusts or policies covers property and casualty.] <br /> <br />ECONOMIC INFORMATION CONCERNING THE CITY <br /> <br />Municipal Services <br /> <br /> The City provides a full range of municipal services for its citizens. These include public safety <br />(ambulance, police and fire), streets, sanitation, culture and recreation, public improvements, planning and <br />zoning, and general administrative services. The City of University City has placed a great deal of emphasis <br />on improving and maintaining its public buildings, streets and sidewalks. The City of University City has <br />become very active in providing tax incentives in order to restore multifamily buildings and to attract business. <br /> <br />Recreational Activities <br /> <br /> Seventeen parks on 250 acres are available to the citizens as well as 15 tot lots, five soccer fields, <br />three football fields, a municipal golf course, a swimming pool, a civic-center, 19 tennis courts and 18 city <br />maintained ball diamonds. <br /> <br />Transportation <br /> <br /> The City is served by Bi-State buses and a major station for the Metropolitan area's Metrolink light- <br />rail system.
