are on file in the office of the City Clerk and a copy of which is attached hereto, be
<br />and is adopted as the Building Code of the City of University City, Missouri, for the
<br />control of buildings and structures as herein provided; and each and all of the
<br />regulations, provisions, penalties, conditions, and terms of the BOCA National
<br />Building Code, Thirteenth Edition, 1996 are hereby referred to, adopted and made
<br />a part hereof, as if fully set out in this ordinance, with the additions, insertions,
<br />deletions and changes prescribed in Section 6-2 of this Article.
<br />
<br />Sec. 6-1 Additions, insertions, deletions and changes.
<br />The following numbered subsections of the BOCA Basic National Building Code,
<br />Thirteenth Edition, 1996, are amended by additions, insertions, deletions and
<br />changes, including the changing of subsection titles and the addition of new
<br />subsections, so that such amended and added subsections read as follows:

<br /> ( CHAPTER I ADMINISTRATION )
<br /> (SECTION 101.0 SCOPE)
<br />
<br />101.1 Title: These regulations shall be known as the Building Code of the City of University
<br />City, Missouri, hereinafter refen'ed to as "this code". The terms: "name of jurisdiction" or "local
<br />jurisdiction" wherever employed herein or in the standards referenced in Chapter 35 shall mean
<br />the City of University City, Missouri.
<br />
<br />(SECTION 102.0 APPLICABILITY)
<br />
<br />102.3 Determination of essential requirements: Any requirement relative to the manner of
<br />construction or matedal to be used in the construction, erection, alteration, addition, repair,
<br />removal, demolition, location, use, occupancy or maintenance of a structure, or to the installation
<br />of service equipment, which is essential to insure the public safety, health or welfare, and which
<br />is not specifically covered by the provisions of this code, shall be as determined by the code
<br />official on the basis of the legislative intent of this code as set forth in Section 101.4 and the
<br />provisions of this code for similar or related maffers.
<br />
<br />102.5 Coordination with other jurisdictions: Where a building, structure or premises is
<br />constructed partially outside the city limits, the code official shall be authorized to enter into
<br />agreements with the adjoining code jurisdictions to avoid duplication of permits, inspections and
<br />fees.
<br />
<br />(SECTION 104.0 DEPARTMENT OF BUILDING INSPECTION)
<br />
<br />104.1 Code official: The term "department of building inspection" whenever employed herein
<br />shall be construed to mean the Department of Planning and Development of the City of
<br />University City, Missouri and the term "code official" shall be construed to mean the building
<br />commissioner of the City of University City, Missoud or the duly authorized representative of the
<br />building commissioner.
<br />
<br />'104.5 Restriction on employees: No official or employee connected with the department of
<br />building inspection, except one whose only connection is that of a member of a citizen board or
<br />commission, shall be engaged, directly or indirectly, with the furnishing of labor, materials or
<br />appliances for the construction, alteration or maintenance of any structure within the City of
<br />University City, or the preparation of construction documents thereof, without the express
<br />approval of the City Manager, unless that person is the owner of the structure; nor shall such
<br />officer or employee engage in any activity or work which conflicts with his or her official duties
<br />or with the interests of the department.
