So <br /> <br />Amendment Adding Section 34-55, Page 8 of 10 <br /> <br />height of existing antennas and an <br />assessment of available ground space for <br />the placement of additional equipment <br />shelters. <br /> <br />-Any new tower at a height of 100 feet or <br /> higher shall be designed and constructed <br /> to accommodate at least one additional <br /> user. The willful and knowing failure of <br /> the owner of a tower built for shared use <br /> to negotiate in good faith with potential <br /> users shall be cause for the withholding <br /> of future permits to the same owner to <br /> install, build or modify antennas or <br /> towers within the City. <br /> <br />7. General Policies for Site Selection: <br /> <br />Community and neighborhood visual concerns <br />shall be considered paramount in the <br />consideration of and selection of sites. <br />These concerns should be evaluated by a <br />consideration of all the policies set forth in <br />this Section which shall include but are not <br />limited to the following: <br /> <br />Within any zoning district, sites should <br />be located in the following order of <br />preference: <br /> <br />On existing structures such as <br />buildings, communication towers, <br />water towers, and smokestacks, etc. <br /> <br />o <br /> <br />In locations where the existing <br />topography, vegetation, buildings, <br />or other structures provided the <br />greatest amount of screening. <br /> <br />3 o <br /> <br />Sites should be located on bare <br />ground without visual mitigation <br />only in commercial and industrial <br />zone districts. The location and <br />design of sites should consider the <br />impact of the site on the <br />surrounding neighborhood and <br />particularly the visual impact on <br />residential districts that are <br />adjacent to the commercial or <br />residential site. <br /> <br /> <br />
