(1) It is not a cominercial vehicle; and <br /> <br /> (2) It does not contain any visible lead, indicating a product or service o1' <br /> delivery, in the track bed while parked; and <br /> <br /> (3) It has its tailgate (if any) secured in an upright position (except when loading <br /> or unloading); and <br /> <br /> (4) It contains no self-contained cronping unit; and <br /> <br /> (5) It has no more than txvo wheels per axle; and <br /> <br /> (6) It is parked in the immediate vicinity of the place of residence of tile <br /> registered oxvner; and <br /> <br /> (7) There is no lawful off-street parking available at tile residence of the <br /> registered owner; and <br /> <br /> (8) It does not exceed six and one-half feet (6 1/2') in height (including <br /> accessories) or eighteen feet (18') in length; and <br /> <br /> (9) There is a cmTent City truck permit parking sticker lawfully issued to the <br /> truck and affixed to the left side of its rear window. <br /> <br />(d) If any applicant meets all of the requirements of paragraph (c) except for (c)(7), a <br /> track permit parking sticker shall be issued provided that annually: <br /> <br /> (1) The applicant makes a written request to the City Manager for a waiver of the <br /> requirements of (c)(7); and <br /> <br /> (2) The request contains detailed information on the applicant's unique <br /> circumstances and the severe and unnecessary hardship that will result if a <br /> xvaivcr is not granted; and <br /> <br /> (3) The City Manager finds that: <br /> <br /> i) Tilere are unique circumstances; and <br /> <br /> ii) Severe and unnecessmy hardship will result ira xvaiver is not granted; <br /> and <br /> <br /> iii) A waiver will not adversely affect tile public health, safety, order, <br /> convenience or general welfare of the community; and <br /> <br /> iv) A waiver will not violate the general spirit and intent of this section; <br /> and <br /> <br /> <br />
