Cable Channels for Commercial Use, Local Commercial <br />Television Signals, and Non-Commercial Educational Television. <br /> <br /> A Franchisee shall designate channel capacity for commercial and no -commercial <br />use by Persons unaffiliated with the Franchisee as required by federal law, consistent with <br />the principle of fairness and equal accessibility to all Persons and the City to the extent <br />they have a legitimate use for such capacity. <br /> <br />D. Technical Standards. <br /> <br />1. Any Cable System within the City shall meet or exceed the technical <br />standards set fodh in 47 C.F.R. § 76.601 et seq. And any other applicable <br />federal technical standards, including any such reasonable standards as <br />hereafter may be amended or adopted by the City Council in a manner <br />consistent with federal law. <br /> <br />2. A Franchisee shall use equipment generally used in high-quality, <br />reliable, modern Systems of similar design, including, but not limited to, <br />back-up power supplies at the fiber nodes and head-ends capable of <br />providing power to the System for a minimum of two (2) hours in the event <br />of an electrical outage, plus adequate portable generators to cover longer <br />outages. The obligation to provide backup power supplies requires the <br />Franchisee to install equipment that will (A) cut in automatically on failure of <br />commercial utility AC power, (B) revert automatically to commercial power <br />when it is restored, and (C) prevent the standby power source from powering <br />a "dead" utility line. In addition, the design and construction of a System <br />shall include modulators, antennae, amplifiers, and other electronics that <br />permit and are capable of passing through the signal received at the <br />headend with minimal alteration or deterioration. <br /> <br />E. Interconnection. <br /> <br />1. A Frenchisee shall design its System so that it may be interconnected <br />with any or all other Systems or similar communications systems in the area. <br />Interconnection of Systems may be made by direct cable connection, <br />microwave link, satellite or other appropriate methods. <br /> <br />2. Upon receiving the directive of the City Council to interconnect, the <br />Frenchisee shall immediately initiate negotiations with other affected System <br />or Systems so that costs may be shared proportionately for both construction <br />and operation of the interconnection link. <br /> <br /> <br />
