The director of public works is authorized to adopt and promulgate rules and <br />regulations to interpret and implement the provisions of this section to secure the <br />intent thereof and to promote the public health, safety and general welfare. <br /> <br />Section 12.04.210 Banners, etc. - Permit <br /> <br />No person shall place, erect, construct or maintain any decorative banner, flag, <br />emblem or similar device upon or over any public street, sidewalk, alley or other <br />public place before a permit to do so is issued by the director of public works after <br />application therefor is made. The applicant shall pay a filing fee in the amount of <br />twenty-five dollars ($25.00), plus ten dollars ($10.00) for each such banner, flag, <br />emblem or similar device, to the director of public works. The amount of the filing <br />fee may be adjusted by the director of public works from time to time to reflect the <br />average cost of the actual time expended in the administration, inspection and <br />superintendence of such work. <br /> <br />Such permit shall expire on the date specified therein by the director of public works, <br />which shall be set based upon the purpose the banner, flag, emblem or other device <br />serves and any other factors the director of public works deems necessary to carry out <br />the intent of this section. <br /> <br />The director of public works is authorized to adopt and prom. ulgate rules and <br />regulations to interpret and implement the provisions of this section to secure the <br />intent thereof and to promote the public health, safety and general welfare. <br /> <br /> Section 2. This ordinance shall not be construed so as to relieve any person, firm, or <br />corporation from any penalty heretofore incurred by the violation of Chapter 12.04, including <br />Sections 12.04.060, 12.04.070 and 12.04.170 therein, nor bar the prosecution for any such violation. <br /> <br /> Section 3. Any person, firm or corporation violation any of the provisions of this <br />ordinance shall, upon conviction thereof, be subject to the penalty provided in Chapter 1.12, Section <br />1.12.010 of the University City Municipal Code. <br /> <br /> Section 4. <br />provided by law. <br /> <br />PASSED this <br /> <br />ATTEST: <br /> <br />This ordinance shall take effect and be in force from and after its passage as <br /> <br /> ~ dayof ~/~ ,2001. <br /> <br /> <br />
