waiver is not granted; and <br /> <br />The city manager finds that: <br /> <br />a. There are unique circumstances; and <br /> <br />Severe and unnecessary hardship will result ifa waiver is not granted; <br />and <br /> <br />Co <br /> <br />A waiver will not adversely affect the public health, safety, order, <br />convenience or general welfare of the community; and <br /> <br />A waiver will not violate the general spirit and intent of this section; <br />and <br /> <br />The city manager, after making such f'mdings, grants a waiver of the <br />requirements, with any special conditions the city manager may deem <br />necessary to carry out the purpose and intent of this section; and <br /> <br />The applicant complies with all other requirements of this section. <br /> <br />The director of finance shall issue and keep a log of all city truck permit parking <br />stickers. <br /> <br />City track permit parking stickers are valid only for the truck and residence listed on <br />the application. <br /> <br /> Section 2. This ordinance shall not be construed so as to relieve any person, firm or <br />corporation from any penalty heretofore incurred by the violation of Chapter 10.40, Section <br />10.40.210, nor bar the prosecution for any such violation. <br /> <br /> Section 3. Any person, firm or corporation violating any of the provisions of this <br />ordinance shall, upon conviction thereof, be subject to the penalty provided in Chapter 1.12, Section <br />1.12.010 of the University City Municipal Code. <br /> <br /> Section 4.
