BILL NO. q ORDINANCE NO. AN ORDINANCE AUTHORIZING THE PUBLIC IMPROVEMENT OF WEST DRIVE; AUTHORIZING THE CITY OF UNIVERSITY CITY TO ENTER INTO A CONTRACT FOR THE IMPROVEMENT WORK; AND AUTHORIZING THE CITY MANAGER TO ENTER INTO AND EXECUTE ON BEHALF OF THE CITY SUCH CONTRACT AND ALL OTHER DOCUMENTS IN CONNECTION THEREWITH; CONTAINING AN EMERGENCY CLAUSE. WHEREAS, on July 22, 2002, the Council of the City of University City, Missouri adopted a resolution declaring the necessity of making a public improvement of West Drive, a street in University City, St. Louis County, Missouri; and WHEREAS, upon the adoption of said resolution, the City Council fixed August 12, 2002 at 7:30 p.m., as the date and time for a public heating at City Hall with respect to such public improvement; and WHEREAS, due notice of the public hearing was duly published in the St. Louis Countian, a newspaper of general circulation within the City, on August 1, 2002; and WHEREAS, on August 12, 2002 at 7:30 p.m., the public heating was lawfully held by the City Council in the City Council Chambers at City Hall, and all persons interested in the public improvement were heard; and WHEREAS, after the public hearing, the City Council determined that such public improvement is in the public interest and decided to proceed with the public improvement, and directed the City Manager to cause plans and specifications for the public improvement to be prepared by the proper officer and submitted to the City Council for approval; and WHEREAS, the City advertised for bids to perform the work necessary under such plans and specifications; and WHEREAS, such bids were properly received and considered. NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF UNIVERSITY CITY, MISSOLrRI, AS FOLLOWS: Section 1. following public Missouri: The City of University City, Missouri, is hereby authorized to make the improvement of West Drive, a street in University City, St. Louis County,
