a) <br />b) <br /> <br />c) <br />d) <br /> <br />e) <br /> <br />0 <br /> <br />Reconstruction of the street to include proper grading to eliminate standing water; <br />The addition of concrete curbs, gutters, sewer inlets, and approaches tied into <br />existing driveways; <br />Storm sewers connected to the sewer inlets to remove storm water; <br />Street construction consisting of a minimum of seven inches (7") of a premium <br />quality asphalt mix on compacted subgrade to promote extended life of the street <br />surface; <br />Adjustment of utilities to grade, including adjustment of natural gas and water stop- <br />boxes; and <br />Such other work that is customarily performed in connection with the above <br />improvement. <br /> <br /> Section 2 The City Council determines and finds that Amcon Municipal Concrete, LLC <br />is the lowest responsible bidder for the necessary work. <br /> <br /> Section 3. The City is hereby authorized to enter into the attached "Improvement <br />Contract for Project No. 979," marked Exhibit "A" and made a part hereof. The City Manager is <br />hereby authorized to enter into and execute on behalf of the City said contract and all other <br />documents in connection therewith. <br /> <br /> Section 4. The estimated f'mal "whole cost" of the public improvement is $110,000, <br />including all expenses incurred by the City for surveys, plans, engineering services, etc. Part of the <br />final cost shall be paid by a special tax or assessment against a benefit district which includes all <br />private real property in the 500 block of West Drive, except 534 West Drive. The private real <br />property in the benefit district is individually known as and numbered: 500 West Drive; 501 West <br />Drive; 504 West Drive; 508 West Drive; 511 West Drive; 512 West Drive; 515 West Drive; 516 <br />West Drive; 519 West Drive; 520 West Drive; 523 West Drive; 524 West Drive; 527 West Drive; <br />and 530 West Drive. Said part of the final cost shall be assessed against and levied upon each parcel <br />of private real property in the benefit district that abuts the improvement and the owners thereof. <br />The method of assessment is for part of the final cost to be assessed against the private real property <br />equally per front foot. The assessed amount shall be $44.50 per linear foot. Special tax bills <br />evidencing such assessments shall be issued. The City shall pay the balance of the whole cost out <br />of available City general funds. <br /> <br /> Section 5. The botmdaries of the benefit district are described in Section 4 and the legal <br />description of each parcel of private real property therein is set forth in the records of the St. Louis <br />County Recorder of Deeds. <br /> <br /> Section 6. An emergency is hereby declared to exist in that the construction contract <br />must be awarded immediately in order for the work to be completed in a timely manner this year. <br /> <br /> <br />
