This Redevelopment Plan ("Plan") is submitted by WINCO Redevelopment Company, <br />Inc. (the "Developer") to the City of University City, Missouri ("City") pursuant to Sections <br />100.010 to 100.200, inclusive, of the Revised Statutes of Missouri, as amended (collectively, the <br />"Act"). <br /> <br />A. PROJECT DESCRIPTION <br /> <br /> The primary objective of the Plan is to provide for development, construction and <br />equipping of a project which will be used for an expansion of the Developer's existing business <br />of manufacturing, processing, assembly and sales of commercial windows and related products <br />(the "Project"). The project will consist in part of the construction, development and equipping <br />cfa new 79,500 square foot manufacturing facility and a 5,930 square foot building attached to <br />the new manufacturing building containing ancillary facilities related to the new manufacturing <br />building and offices (the "New Buildings"). The New Buildings will be located on a vacant lot <br />at the intersection of East Park Industrial Drive and Bartmer Industrial Drive. The Project will <br />also include the purchase and installation of manufacturing equipment, some of which will be <br />installed in the New Buildings and some of which will be installed in the Developer's existing <br />buildings located either within the Area (as defined below) or within facilities owned by the <br />Developer on property adjacent to the Area ("Adjacent Developer Property). The Project will be <br />used to provide for modernization and updating of existing manufacturing processes together <br />with additional manufacturing and new processing capabilities for the products of the Developer <br />including, but not limited to, glass tempering, insulated glass production, screen assemblY and <br />anodizing and finishing operations. <br /> <br /> The Project, other than certain manufacturing equipment to be installed on the Adjacent <br />Developer Property, will be located primarily within the WINCO Redevelopment Project Area <br />("Area") legally described on the Exhibit A attached hereto and made a part hereof. The <br />proposed land use for the Area is consistent with the current zoning and the University City <br />Comprehensive Plan (the "Comprehensive Plan"). <br /> <br />B. ESTIMATED PROJECT COST <br /> <br /> The estimated cost to complete the Project pursuant to the Plan is approximately <br />$6,000,000. This cost estimate is inclusive of construction of the new buildings and the purchase <br />and installation of the equipment for the Project. <br /> <br />C. EXISTING CONDITIONS <br /> <br />1. DELINEATION OF BOUNDARIES <br /> <br /> The Area encompasses approximately five and three-tenths (5.3) acres with a street <br />address of 6315 Maple Avenue in the City. <br /> <br /> The Area is bounded by Maple Avenue, Leona Avenue, Bartmer Industrial Drive and <br />East Park Industrial Drive as legally described on Exhibit A. <br /> <br /> <br />
