property in the benefit district that abuts the improvement and the owners thereof, equally per <br />property. The assessed amount is $1868 per property. The boundaries of the benefit district are described in Section 2 and the legal <br />description of each parcel of private property therein is set forth in the records of the St. Louis County <br />Recorder of Deeds. Said legal descriptions are hereby adopted and incorporated by reference herein. <br /> <br /> Section 4. The Director of Finance is hereby directed to issue special tax bills in said <br />amounts to the property owners. The special tax bill shall become due and payable 60 days after the <br />date of issue; provided that the request of the property owner, a special tax bill may be paid in annual <br />installments, not to exceed ten, beginning on the date of maturity. The special tax bills shall bear <br />interest at a rate of 8% per annum from maturity until paid. <br /> <br /> Section 5.
