<br />(CHAPTER 1 ADMINISTRATION AND ENFORCEMENT) <br /> <br />(SECTION 101 GENERAL) <br /> <br />101.1 Title: These regulations shall be known as the Property Maintenance Code of the <br />City of University City, Missouri, hereinafter referred to as "this code". <br /> <br />101.2 Scope: The provisions of this code shall apply to all existing, residential and <br />nonresidential structures and all existing premises and exterior property, and constitute <br />minimum requirements and standards for premises, structures, exterior property, <br />equipment, and facilities for light, ventilation, space, heating, sanitation, protection from <br />the elements, life safety, safety from fire and other hazards, and for safe and sanitary <br />maintenance; the responsibility of owners, operators and occupants; the occupancy of <br />existing structures and premises, and for administration, enforcement and penalties. <br /> <br />(SECTION 102 APPLICABILITY) <br /> <br />102.3 Application of other codes: Repairs, additions or alterations to a structure, or <br />changes of occupancy shall be done in accordance with the procedures and provisions of <br />the building, plumbing and mechanical codes and NFP A 70 National Electrical Code and <br />the International Existing Building Code adopted by the City of University City. <br /> <br />102.6 Historic Structures: Where carrying out the provisions of this code will <br />significantly alter the historic or architectural character of an existing structure that has <br />been officially designated by the State of Missouri or by the City of University City as a <br />historic building, property or landmark, the code official upon application of the owner or <br />the owner's representative, shall vary, modify or waive the such provisions based on a <br />finding that the public interest in health, safety and welfare will be served by such action. <br /> <br />(SECTION 103 DEPARTMENT OF PROPERTY MAINTENANCE <br />INSPECTION) <br /> <br />103.1 General: The term "department of property maintenance inspection" whenever <br />employed herein shall be construed to mean the Department of Planning and <br />Development of the City of University City, Missouri. The term "code official" shall be <br />construed to mean the building commissioner of the City of University City, Missouri, or <br />the duly authorized representative ofthe building commissioner. <br /> <br />103.2 Appointment: The code official shall be appointed by the city manager. <br /> <br />103.5 Fees The fees for activities and services performed by the department in carrying <br />out its responsibilities shall be as specified in Chapter 2.66 of the University City <br />Municipal Code. <br /> <br />2 <br />
