<br />(SECTION 108 FEES) <br /> <br />108.4.1 Surcharge for work started without a permit: In case any work for which a permit <br />is required by this code is substantially started or proceeded without fIrst obtaining said <br />permit, the total normal fees applicable shall be increased by an amount equal to the permit <br />fee; except that the surcharge amount shall not be less than $25.00 nor more than $500.00 <br />for each permit. <br /> <br />(SECTION 109 INSPECTIONS) <br /> <br />109.3.11 Extra inspections: In addition to the inspections normally provided, the building <br />offIcial shall require that additional inspections or reinspections be conducted due to <br />noncompliance with code requirements or due to work which is not ready for inspection or <br />not accessible for inspection at the time of a scheduled inspection. Fees for such additional <br />inspections shall be assessed and paid prior to scheduling the next inspection. <br /> <br />109.4 Inspection Agencies: The building offIcial is authorized to accept reports of <br />approved inspection agencies, provided such agencies satisfy the requirements as to <br />qualifIcation and reliability. All such reports must be received by the Department of <br />Planning and Development within 72 hours of the inspection. All fees and costs related to <br />the performance of special inspections services shall be the responsibility of the owner. <br /> <br />(SECTION 112 BOARD OF APPEALS) <br /> <br />112.1 General: In order to hear and decide appeals of orders, decisions or determinations <br />made by the building offIcial relative to the application and interpretation of this code, there <br />shall be and is hereby created a Board of Appeals. <br /> <br />112.2 Application for appeal: Any person directly affected by an order, decision or <br />determination of the building offIcial shall have the right to appeal to the Board of Appeals. <br />An application for appeal shall be based on a claim that the true intent of this code or the <br />rules legally adopted thereunder have been incorrectly interpreted, the provisions of this <br />code do not fully apply, or an equivalent form of construction can be used. <br /> <br />'112.3 Filing procedures: All appeals shall be flied in writing with the building offIcial <br />within thirty (30) days after the order, decision or determination is rendered by the building <br />offIcial, and shall state the grounds therefor. Appeals must be accompanied by a fee in the <br />amount specifIed in Section 2.66.040 of the University City Municipal Code. <br /> <br />6 <br />
