<br />(CHAPTER 1 ADMINISTRATION) <br /> <br />(SECTION 101 GENERAL) <br /> <br />101.1 Title: These regulations shall be known as the Fire Code of the City of <br />University City, Missouri, hereinafter referred to as "this code". <br /> <br />(SECTION 103 DEPARTMENT OF FIRE PREVENTION) <br /> <br />103.1 General: The term "department of fIre prevention" whenever employed <br />herein shall be construed to mean the Department of Planning and Development of <br />the City of University City, Missouri. The term "fIre code offIcial" shall be <br />construed to mean the building commissioner of the City of University City, Missouri <br />or the duly authorized representative of the building commissioner. <br /> <br />103.2 Appointment: The fIre code offIcial shall be appointed by the city manager. <br /> <br />(SECTION 104 GENERAL AUTHORITY AND RESPONSIBILITIES) <br /> <br />104.6 Official records: The fIre code offIcial shall keep offIcial records as required <br />by Sections 104.6.1 through 104.6.4. Such offIcial records shall be retained for the <br />period required for retention of public records. <br /> <br />104.12 Lock box: When access to or within a structure or an area is unduly diffIcult <br />because of secured openings or where immediate access is necessary for life saving or <br />fIre fIghting purposes, the fIre code offIcial may require that a key box be installed in <br />an accessible location. The key box shall be a type approved by the fIre code offIcial <br />and shall contain the information and keys necessary for fIre, police and emergency <br />medical service personnel to gain immediate access. The fIre code offIcial shall have <br />possession of the key which unlocks the key box. Duplicate keys may be provided by <br />the fIre code offIcial to fIre, police and emergency medical service personnel, and the <br />owner or possessor of the property. This section shall not apply to any residential <br />structure unless it has a common corridor for access to the living units and access to <br />the structure is restricted through a locked door, and it shall not apply to individual <br />living or storage units within such a residential structure. <br /> <br />104.13 Street obstructions: No person shall erect, construct, place or maintain any <br />fence, gate, chain, bar, pipe, wood or metal horse or any other type of obstruction in <br />or on any street or alley unless such obstruction is easily capable of being immediately <br />removed. No obstruction shall be locked unless the locking device is approved by <br />the fIre code offIcial. If locked, the fIre code offIcial shall have possession of the key <br />to unlock it. Duplicate keys may be provided to fIre, police, and emergency medical <br />service personnel. The owner or possessor of the street or alley shall have the right <br />to obtain a duplicate key, and if owned or possessed by a private subdivision the <br />
