STANDING AND PARKING GENERALL Y, BY REPEALING SECTION 10.40.020 THEREOF, RELATING TO STOPPING. STANDING AND PARKING PROHIBITED IN SPECIFIED PLACES-- EXCEPTIONS, AND ENACTING IN LIEU THEREOF A NEW SECTION TO BE KNOWN AS "SECTION 10.40.020 STOPPING, STANDING AND PARKING PROHIBITED IN SPECIFIED PLACES--EXCEPTIONS," THEREBY AMENDING SAID SECTION SO AS TO PROHIBIT PARKING, STOPPING OR STANDING ANY TIME ON BIG BEND BLVD., BOTH SIDES, FROM DELMAR BLVD. TO FORSYTH BLVD. EXCEPT BY BUS STOPS AND TO PROHIBIT PARKING, STOPPING OR STANDING ANY TIME ON FOREST PARK PKWY., BOTH SIDES, FROM THE CITY LIMITS WITH CLAYTON CITY TO THE CITY LIMITS OF ST. LOUIS CITY EXCEPT BY BUS STOPS; CONTAINING A SAVING CLAUSE AND PROVIDING A PENALTY. 10.40.020 Stopping, standing and parking prohibited in specified places--Exceptions. BE IT ORDAINED BY THE COUNCIL OF THE City of University City, MISSOURI, AS FOLLOWS: Section 1. Chapter 10.40 of the University City Municipal Code, relating to stopping. standing and parking generally, is hereby amended by repealing Section 10.40.020 thereof, relating to stopping, standing and parking prohibited in specified places--exceptions, and enacting in lieu thereof a new section to be known as "Section 10.40.020 stopping. standing and parking prohibited in specified places--exceptions," thereby amending said section so as TO PROHIBIT PARKING, STOPPING OR STANDING ANY TIME ON BIG BEND BLVD., BOTH SIDES, FROM DELMAR BLVD. TO FORSYTH BLVD. EXCEPT BY BUS STOPS AND TO PROHIBIT PARKING, STOPPING OR STANDING ANY TIME ON FOREST PARK PKWY., BOTH SIDES, FROM THE CITY LIMITS WITH CLAYTON CITY TO THE CITY LIMITS OF ST. LOUIS CITY EXCEPT BY BUS STOPS; so that said section, as so amended, shall read as follows: 10.40.020 Stopping, standing and parking prohibited in specified places--Exceptions. It is unlawful for the operator of a vehicle to stop, stand or park such vehicle in any of the following places, except when necessary to avoid conflict with other traffic or in compliance with the directions of a police officer or traffic-controlled sign or signal: A. Within an intersection; B. On a crosswalk; C. Between a safety zone and the adjacent curb or within thirty (30) feet of points on the curb immediately opposite the ends of a safety zone, unless the director of public works shall indicate a different length by signs or markings; D. Within twenty-five (25) feet from. the intersection of curblines, or, if none, then within fifteen (15) feet of the intersection of property lines at an intersection, except at alleys;
