<br />faith with potential users shall be cause for the withholding of future permits to the <br />same owner to install, build or modify telecommunications antennas or towers <br />within the City. <br /> <br />6. General Policies for Site Selection. <br /> <br />Community and neighborhood visual concerns shall be considered paramount in <br />the consideration of and selection of sites. These concerns should be evaluated by a <br />consideration of all the policies set forth in this section which shall include but are <br />not limited to the following: <br /> <br />a. Within any zoning district, sites should be located in the following order of <br />preference: <br />(1) On existing structures such as buildings, communication towers, water <br />towers, and smokestacks, etc. <br /> <br />(2) In locations where the existing topography, vegetation, buildings, or <br />other structures provided the greatest amount of screening. <br /> <br />(3) Sites should be located on bare ground without visual mitigation only <br />in commercial and industrial zone districts. The location and design of <br />sites should consider the impact of the site on the surrounding <br />neighborhood and particularly the visual impact on residential districts <br />that are adjacent to the commercial or residential site. <br /> <br />c. Within HR and HRO districts, sites shall be located only on buildings fifty (50) <br />feet or more in height with telecommunications antennas mounted on wall or roof <br />surfaces without the use oftowers. <br /> <br />d. Where feasible and aesthetically acceptable, the location of a <br />telecommunications facility shall be located on City-owned or controlled property <br />or right-of-way, with the exception of right-of-way within or abutting a residential <br />district or school or park site. <br /> <br />7. Maintenance. <br /> <br />All facilities shall be maintained and improved to remain in the condition in which <br />they were approved. <br /> <br />a. Inspection: Periodic: Once every year, and immediately after any major <br />modification of an existing facility, the City shall retain, at the operator's expense, <br />an approved engineer to conduct an unannounced inspection of the facility's <br />compliance with the applicable FCC radio frequency and power emission <br />standards. A report of this inspection shall be given to the Zoning Administrator <br />and City Manager. <br /> <br />12 <br />
