<br />d. Co-location and Visual Impact. New telecommunications facilities shall be co- <br />located with existing facilities or with other planned new facilities whenever <br />feasible and aesthetically desirable to minimize overall visual impact. <br />Telecommunications service providers are encouraged to co-locate antennas with <br />other facilities, such as light standards and other utility structures, where the co- <br />location is found to minimize the overall visual impact. Wireless communications <br />facilities shall be sited to avoid any unreasonable interference with views from <br />neighboring properties, and to avoid discordant visual impacts. <br /> <br />e. Regulatory Compliance. The telecommunications facilities shall meet or exceed <br />current standards and regulations of the FCC and any other state or federal agency <br />with the authority to regulate such structures. Should such standards or regulations <br />be amended, the owner shall bring all devices and structures into compliance with <br />the revised standards or regulations within six months of the effective date of the <br />revision unless an earlier date is mandated by the controlling agency. <br /> <br />If measured or calculated levels of exposure to radiofrequency radiation exceed the <br />FCC's limit, the facility shall cease operation until it is brought into compliance <br />with the FCC's standards, regulations, and all other applicable requirements. A <br />report of these calculations and measurements, and the engineer's findings shall be <br />submitted to the Zoning Administrator and the City Manager. For further details of <br />Regulatory Compliance see Subsections 7a and 8a below. <br /> <br />f. Security. All telecommunications antennas and support structures shall be <br />protected from unauthorized access by appropriate security devices. Applicants <br />shall provide a masonry wall and gate screening the equipment area, and a roof or <br />barrier that prevents entry from above. If the Zoning Administrator determines that <br />it is appropriate, anti-climbing devices shall be installed on the tower or disguised <br />support structure. A description of proposed security measures shall be provided as <br />part of any conditional use application to install, build or modify <br />telecommunications antennas, towers or support structures. Unless mandated by <br />federal or state regulations, the use of barbed wire, razor wire, electrified fence, or <br />any other type of hazardous fence as a security precaution is not allowed. <br /> <br />g. Lighting. Telecommunications antennas, towers and support structures shall not <br />be lighted unless required by the FAA or other state or federal agency with <br />authority to regulate, in which case a description of the required lighting scheme <br />will be made a part of the conditional use application to install, build, or modify the <br />telecommunications antennas, towers or support structures. <br /> <br />h. Advertising. Unless a disguised telecommunications antenna support structure is <br />in the form of an otherwise lawfully placed pylon sign, the placement of <br />advertising or political signs on structures regulated by this section is prohibited. <br /> <br />7 <br />
