d. Co-location and Visual Impact. New telecommunications facilities shall be co-
located with existing facilities or with other planned new facilities whenever
feasible and aesthetically desirable to minimize overall visual impact.
Telecommunications service providers are encouraged to co-locate antennas with
other facilities, such as light standards and other utility structures, where the co-
location is found to minimize the overall visual impact. Wireless communications
facilities shall be sited to avoid any unreasonable interference with views from
neighboring properties, and to avoid discordant visual impacts.

e. Regulatory Compliance. The telecommunications facilities shall meet or exceed
current standards and regulations of the FCC and any other state or federal agency
with the authority to regulate such structures. Should such standards or regulations
be amended, the owner shall bring all devices and structures into compliance with
the revised standards or regulations within six months of the effective date of the
revision unless an earlier date is mandated by the controlling agency.

If measured or calculated levels of exposure to radiofrequency radiation exceed the
FCC's limit, the facility shall cease operation until it is brought into compliance
with the FCC's standards, regulations, and all other applicable requirements. A
report of these calculations and measurements, and the engineer's findings shall be
submitted to the Zoning Administrator and the City Manager. For further details of
Regulatory Compliance see Subsections 7a and 8a below.

f. Security. All telecommunications antennas and support structures shall be
protected from unauthorized access by appropriate security devices. Applicants
shall provide a masonry wall and gate screening the equipment area, and a roof or
barrier that prevents entry from above. If the Zoning Administrator determines that
it is appropriate, anti-climbing devices shall be installed on the tower or disguised
support structure. A description of proposed security measures shall be provided as
part of any conditional use application to install, build or modify
telecommunications antennas, towers or support structures. Unless mandated by
federal or state regulations, the use of barbed wire, razor wire, electrified fence, or
any other type of hazardous fence as a security precaution is not allowed.

g. Lighting. Telecommunications antennas, towers and support structures shall not
be lighted unless required by the FAA or other state or federal agency with
authority to regulate, in which case a description of the required lighting scheme
will be made a part of the conditional use application to install, build, or modify the
telecommunications antennas, towers or support structures.

h. Advertising. Unless a disguised telecommunications antenna support structure is
in the form of an otherwise lawfully placed pylon sign, the placement of
advertising or political signs on structures regulated by this section is prohibited.

7
