<br />(10) Whether the proposed telecommunications antennas would <br />experience or cause signal interference with telecommunications antennas <br />on existing towers or structures; <br /> <br />(11) Whether the fees, costs, or other contractual terms to recommission an existing <br />inoperable tower(s) or structure(s) are reasonable. Costs exceeding that of a new <br />tower are presumed to be unreasonable; <br /> <br />(12) Whether the design of the telecommunications facility, equipment <br />shelter, and ground layout is compatible with the general visual effect of <br />the neighboring properties. <br /> <br />2. General Development ReQuirements <br /> <br />a. Height: Towers. No tower, or a disguised support structure, shall be approved in <br />excess of one hundred twenty five (125) feet in height unless a clear showing that <br />such height is required to provide personal wireless services, or reasonably <br />required for public safety communications of a governmental entity sharing the <br />tower and such showing is supported by the opinion of a telecommunications <br />expert consultant hired by the city at the expense of the applicant. The opinion of <br />the expert consultant shall include a statement that no available alternatives exist to <br />exceeding the height limitation, or the reasons why such alternatives are not viable. <br /> <br />b. Height: Structure Mounted Antennas. Antennas mounted in or on any existing <br />building or structure (such as, but not limited to, a water tower, church steeple, <br />billboard, utility pole or tower used for high voltage electric lines) must not rise <br />higher than twenty (20) feet above the mounting point. Within HR and HRO <br />districts, antennas shall be located only on buildings fifty (50) feet or more in <br />height, with the antennas mounted on wall or roof surfaces without the use of <br />towers. <br /> <br />c. Location: (See also Subsection 6 below). No tower, monopole, or disguised <br />support structure of approved design shall be located within two hundred (200) feet <br />of any property line within the SR, LR, MR, HR, PD, PRO, or P A Districts; or <br />within two hundred (200) feet of a street other than a limited access highway. <br /> <br />No tower, antenna, or disguised support structure shall be located on a site <br />occupied by a school or recreational space in a park unless the proposed park <br />location is within an area that is currently used for maintenance and equipment <br />storage, and has been thus used for at least the preceding five years. The City <br />Council may reduce the distance a disguised support structure is required to be <br />located from the SR, LR, MR, HR, HRO, or PD-R districts where it finds it is <br />justified because of terrain or limited location choices within the permitted <br />districts. <br /> <br />6 <br />
