I NTRODUCED BY: Ms. Brot DATE: August 6,2007 BILL NO.: 8947 ORDINANCE NO.: 6703 AN ORDINANCE FINDING AND DECLARING THAT THERE EXISTS IN THE CITY OF UNIVERSITY CITY A CERTAIN BLIGHTED AREA AS DEFINED IN SECTION 353.020, REVISED STATUTES OF MISSOURI, 2000; THAT THE REDEVELOPMENT OF SUCH AREA IS NECESSARY AND IN THE PUBLIC INTEREST UNDER CHAPTER 353 OF THE REVISED STATUTES OF MISSOURI, 2000, AND IS FURTHER IN THE INTEREST OF THE PUBLIC HEALTH, SAFETY, MORALS AND GENERAL WELFARE OF THE PEOPLE OF THE CITY OF UNIVERSITY CITY; SAID BLIGHTED AREA (HEREINAFTER "BLIGHTED AREA") BEING MORE PARTICULARLY DESCRIBED AS FOLLOWS: A TRACT OF LAND LOCATED IN THE CITY OF UNIVERSITY CITY, MISSOURI, BEING A PORTION OF CATES AVENUE AND SPECIFICALLY DESCRIBED UPON EXHIBIT A, AS ATTACHED HERETO; AND CONTAINING A SEVERABILITY CLAUSE. WHEREAS, the City .of University City has received a study entitled "Data and Analysis an Canditians .of Bliqht far the Cates Avenue Study Area .of the City .of University City. Missauri. dated March 19. 2007" attached hereta as Exhibit B and incorporated herein by this reference and hereafter referred t.o as "Blight Study" . WHEREAS, the Blight Study dacuments the physical deteriaratian, ecanamic and sacial liability and inability ta pay reasanable taxes within the Blighted Area; and WHEREAS, by reasan .of age, absalescence, inadequate or autmaded design, .or physical deteriaratian, the Blighted Area has became an ecanamic and sacial liability, by reasan .of which such canditians are canducive ta ill health, transmissian .of disease, crime or inability ta pay reasanable taxes; and WHEREAS, the clearance, replanning, rehabilitatian, .or recanstructian .of such Blighted Area, and the provisians far such industrial, cammercial, residential, recreatianal, .or public structures and spaces as may be appropriate, including ather facilities incidental or appurtenant thereta, is necessary and in the public interest under Chapter 353 .of the Revised Statutes .of Missauri, 2000, and is further necessary and in the interest .of the public health, safety, marais, and general welfare .of the peaple .of the City .of University City; and WHEREAS, such canditians are beyand remedy and cantrol salely by regulatary pracesses and the exercise .of the palice pawer and cannat be dealt with effectively by .ordinary private enterprise withaut the aids pravided in the
