<br />surrounding dominant color and helps to minimize the visual impact <br />and distraction of the news box. <br /> <br />(4) The distributor shall maintain the news box in <br />good working order and reasonably free of dirt, grease, graffiti; <br />chipped, cracked, peeling or faded paint; and rust or corrosion. The <br />clear plastic parts of the box, if any, shall be clear, unbroken and <br />reasonably free of cracks, dents, blemishes, and discoloration. The <br />door through which the newspapers or printed materials are <br />obtained shall be constructed and maintained so that it <br />automatically closes securely after opening to prevent printed <br />materials from falling from or blowing out of the box, and the <br />structural parts thereof shall not be broken or damaged. <br /> <br />(5) The distributor shall post the distributor's <br />name, address, and business telephone number in a conspicuous <br />place on the news box so that the public may report a malfunction <br />or secure a refund in the event of a malfunction of the coin return <br />mechanism or to report damage or destruction of the news box. <br />The distributor shall also post in a conspicuous place on the news <br />box the number of the license issued by the director for the box. <br /> <br />(6) The distributor shall not place or allow to be <br />placed any advertising or publicity on the news box except the <br />name of the printed material distributed therein. <br /> <br />(7) Screening. <br /> <br />(a) Where two (2) or more distributors make <br />application for a license to place a news box at the same location <br />on major street rights-of-way, the distributors shall be required to <br />place the news boxes behind a screen as provided herein. Major <br />streets are (i) Olive Boulevard, (ii) Delmar Boulevard, between <br />Trinity Avenue and Limit Avenue, (iii) within one hundred (100) feet <br />of the intersection of Big Bend Boulevard and Forest Park Parkway, <br />and (iv) on any streets intersecting with the above referenced <br />streets, within one hundred (100) feet of said intersection. <br /> <br />(b) News box screens shall be designed and <br />constructed by the city to reduce the negative effects of multiple <br />news boxes on the various city projects, programs, and <br />streetscapes found on and adjacent to the major streets. Screens <br />shall be (i) the property of the city and maintained by the city, (ii) <br />three-sided with the pedestrian sidewalk side open, and (iii) uniform <br />in design throughout the city. The design of the news box screen <br />shall be approved by the City Council. <br />
