<br />EXHIBIT A <br /> <br />8.12.140 <br /> <br />Yard waste; recyclables; and prohibited solid waste. <br /> <br />A. All yard waste shall be separated from all other solid waste, and <br />no person shall dispose of yard waste other than as permitted herein. <br /> <br />1. Leaves and grass clippings shall be stored in thirty (30) gallon <br />biodegradable paper bags approved by the director of public works. Each <br />yard waste bag shall exhibit a yard waste sticker, which may be purchased at <br />City Hall or other designated locations. The director shall establish a sticker <br />fee, which shall defray the costs of collection. The director may designate <br />and publish time periods when yard waste stickers will not be required. <br /> <br />2. All tree trimmings, hedge clippings and similar material shall be <br />cut to lengths not to exceed four feet and securely tied in bundles not more <br />than two feet thick before being deposited for collection. A limit of six (6) <br />bundles will be collected from a single household per week. Ties should be <br />heavy twine or similar material but not wire. The city will not collect tree <br />stumps or tree trunks. <br /> <br />3. Plastic bags shall not be used for yard waste. <br /> <br />B. The city shall offer single-stream residential recycling services <br />and shall provide separate recycling containers or roll out carts. The director <br />of public works shall promulgate regulations regarding the city's recycling <br />program. <br /> <br />C. The city may offer collection services, or permit private <br />contractor collections, for yard waste collection, in which case the director <br />of public works shall promulgate regulations regarding same or shall <br />authorize the specific disposition of same, which may be at the cost of the <br />disposer. <br /> <br />8.12.150 <br /> <br />City leaf collection; street cleaning. <br /> <br />A. The city may sweep and collect leaves placed in the street for <br />collection. The director of public works may establish leaf collection times, <br />which may vary by area or zone. Only leaves from a property adjacent to the <br />street may be placed, swept, or deposited into the street, and such leaves <br />may be placed, swept, or deposited into the street only by or at the direction <br />of the owner, lessee, or occupant of such property.
