<br />EXHIBIT A <br /> <br />sweep, or deposit leaves into a street more than ten days before the first day <br />of the established leaf collection time period or after the last day of the <br />established leaf collection time period for that area or zone. All leaves <br />placed, swept or deposited into the street shall be in piles along the curb or <br />edge of the street adjacent to the property where the leaves fell. <br /> <br />B. The work of sweeping and cleaning by machine or manual <br />labor of the gutters, paved streets, and avenues of the city shall be done as <br />authorized by the director of public works. The director of public works may <br />order the temporary closing of a city street or a portion thereof for the <br />purpose of sweeping and cleaning up leaves, litter and other solid waste. <br />Notice of the temporary closing shall be given twenty-four (24) hours in <br />advance by posting same along the street on signs, electronic message <br />boards or other means in the immediate vicinity together with a warning that <br />parking of vehicles in the designated areas is prohibited and a violation of <br />this chapter. <br /> <br />P ART III FEES; COLLECTIONS; ENFORCEMENT. <br /> <br />8.12.200 Fees and billing. <br /> <br />A. The City Council shall by ordinance from time to time establish <br />and impose fees for the city's solid waste collection services to reimburse <br />the city for the reasonable costs of service delivery and a schedule of such <br />fees shall be maintained on file by the city clerk. The director of finance may <br />assess fees to reimburse the city for the costs of collection and disposal of <br />prohibited solid waste, non-residential solid waste, nuisance abatement or <br />other special services. <br /> <br />B. All such fees shall be assessed against the owner of the property <br />benefiting from the city's solid waste collection services. While the fees may <br />be paid by others residing at the property, the owner of the property shall be <br />ultimately responsible for assessed fees, and the owner shall have no defense <br />under this chapter that some other person is responsible for payment of the <br />fees. <br /> <br />C. The director of finance shall be responsible for billing and <br />collecting said fees and shall bill the same on a semiannual or other basis in <br />such method and manner as the director of finance deems most effective. <br />The bill for a newly constructed residence shall be prorated for the first bill <br /> <br />12 <br />
