x <br /> OLIVE&MIDLAND URBAN RENEWAL PROJECT AREA <br /> UNIVERSITY CITY LAND CLEARANCE FOR REDEVELOPMENT AUTHORITY <br /> e <br /> t:. <br /> identified the following inadequacies related to the street and right-of-way along Olive 4i <br /> Boulevard: <br /> • Overall, it is recommended that the right-of-way in the entire stretch of Olive <br /> Boulevard from Skinker to 1-170 be improved to meet the City's minimum € <br /> standards for sidewalk pavement, pedestrian scale lighting, decorative <br /> fencing/wall and tree shrubs and tree grates. Currently the sidewalk pavement in <br /> the Area is dilapidated due to cars using it as a turning space, and will have to be <br /> replaced. <br /> • Parking lots in front of stores — cars get in and out of parking areas by utilizing <br /> the right-of-way on Olive Boulevard represents a hazard to pedestrians walking i <br /> on the sidewalks. Parcel 2 exhibits this inadequacy. <br /> • Sidewalks — the lack of uniformity in width, texture and alignment, make the <br /> sidewalks pedestrian and handicapped unfriendly and unsafe along Olive <br /> Boulevard. It is recommended that the old sidewalks be removed and new A <br /> concrete sidewalks be installed that comply with the City's current standards. <br /> Specifically, the sidewalks in front of 7580-7582 (Parcel 1) are too narrow and <br /> need to be widened. Due to the abrupt changes in elevation along the sidewalk <br /> from cracking this sidewalk, and the lack of relief to indicated parking and =- <br /> driveways, this sidewalk is not American with Disabilities Act(ADA) compliant. <br /> ■ Driveway entrances/access — the driveway access points present potential # <br /> hazards along the roadway. The driveway entrances are generally flush with the <br /> sidewalk which makes them a hazard for pedestrians and drivers. The driveway <br /> approaches should be well defined and should have a curb approach. <br /> ■ Pedestrian scale lighting should be installed that meet the City's standards. The <br /> street lighting can improve safety and navigability to help make the character and a` <br /> aesthetics of Olive Boulevard more uniform. <br /> ■ Trees/tree grates should be installed that meets the City's standards. Trees <br /> provide various benefits for the road like reducing heat absorption of the <br /> sidewalks and reducing stormwater run off which can help prolong pavement life. <br /> Further the City's Public Works memorandum notes the following conditions on Parcel 2: <br /> • Inadequate parking. <br /> • Inadequate turning radius for accessing parking spaces. i <br /> • Sidewalks adjacent to parking areas pose potential conflict between pedestrians E <br /> and cars. <br /> ■ Sidewalks broken. <br /> ■ Driveway not well defined.
