When the code official issues a permit, <br /> the construction documents shall be approved in writing or by stamp. One set of <br /> construction documents so reviewed shall be retained by the code official. The other set <br /> shall be returned to the applicant, shall be kept at the site of work and shall be open to <br /> inspection by the code official or his or her authorized representative. <br /> (SECTION 108 FEES) <br /> <br /> 108.4.90 Surcharge for work started without a permit. In case any work for which a <br /> permit is required by this code is substantially started or proceeded without first obtaining <br /> said permit, the total normal fees applicable shall be increased by an amount equal to the <br /> permit fee; except that the surcharge amount shall not be less than $25.00 nor more than <br /> $500.00 for each permit. <br /> <br /> (SECTION 109 INSPECTIONS) <br /> <br /> 109.3.90 Third-party inspections. All third-party inspections, qualifications, and <br /> reliability must be pre-approved by the code official. All inspections not pre-approved <br /> will be negated. <br /> <br /> Qualifications of the agency must be presented to the Department of Community <br /> Development and approved prior to services rendered. Presentation of these <br /> qualifications does not relieve the requirement of requesting approval prior to use of a <br /> third-party inspection company for each and every inspection. <br /> <br /> Third-party inspectors must maintain certain qualifications in order to perform <br /> inspections: <br /> <br /> 1. Professionally licensed (with stamp) as an architect or an engineer in the State of <br /> Missouri. <br /> 2. Approved by the City of University City to inspect the specific project <br /> 3. Not have a conflict of interest (vested financially, etc.) in the project. <br /> <br /> Inspections performed by members of a company that do not meet the criteria of a third- <br /> party inspector are negated. <br /> <br /> Unreliability of inspection or falsifying any information of the criteria of third-party <br /> inspection will result in permanent denial of inspection ability. <br /> <br /> 109.90 Extra inspections. In addition to the inspections normally provided, the code <br /> official shall require that additional inspections or reinspections be conducted due to <br /> noncompliance with code requirements or due to work which is not ready for inspection <br /> <br /> <br /> <br /> 3 <br />
