INTRODUCED BY: Ms. Ricci DATE: February 14, 2011 <br /> BILL NO.: 9110 ORDINANCE NO.: 6849 <br /> AN ORDINANCE REPEALING ORDINANCE NO. 6833 AND ENACTING IN <br /> LIEU THEREOF A NEW ORDINANCE SO AS REDUCE THE NUMBER OF <br /> MEMBERS OF THE UNIVERSITY CITY COMMISSION ON HUMAN <br /> RELATIONS FROM NINE TO SEVEN. <br /> BE IT ORDAINED BY THE COUNCIL OF THE CITY OF UNIVERSITY CITY, <br /> MISSOURI, AS FOLLOWS: <br /> Section 1. Ordinance No. 6833 is hereby repealed and in lieu thereof this new <br /> ordinance is enacted so as to reduce the number of members of the University City <br /> Commission on Human Rights from nine to seven. <br /> Section 2. University City Commission on Human Relations: There is hereby <br /> created a commission to be known as the University City Commission on Human <br /> Relations. The commission shall consist of seven members, who are qualified voters of <br /> University City, appointed by the City Council. The terms of office of all members shall <br /> be for a period of three years and until their successors are appointed and qualified, <br /> except that of the members first appointed, the Council shall designate three to serve for a <br /> period of one year and three to serve for a period of two years, the remaining three <br /> members shall serve for a period of three years. Thereafter all appointments shall be for a <br /> period of three years. In the event of the death or resignation of any member, their <br /> successor shall be appointed by the Council to serve for the unexpired period of the term <br /> for which such members has been appointed. <br /> All members shall serve without compensation. <br /> Section 3. Functions and Duties of Commission: The commission shall act in an <br /> advisory capacity to the Council and its functions and duties shall be to foster mutual <br /> self-respect and to further amicable relations among the various segments of the <br /> population which together comprise the City of University City; to help preserve and <br /> further the good name of University City for tolerance and fair play and promote even <br /> better relations among its people; to help make it possible for each citizen, regardless of <br /> race, religion, creed, color, ancestry, national origin, sex, sexual orientation, gender <br /> identity, age, disability, political affiliation, marital status, familial status, income, or <br /> education level to develop their talents and abilities without limitation; and to aid in <br /> permitting the community to benefit from the fullest realization of its human resources. <br /> In order to accomplish the objectives herein set out, the commission shall advise <br /> the City Council and other officers of the City on problems affecting human and inter- <br /> group relations; make studies, surveys and investigations to provide accurate data for <br /> orderly and constructive community development, and to recommend such measures as <br /> are deemed necessary to carry out the objectives for which the commission has been <br />
