streets to all persons entitled thereto, to regulate the privilege of parking <br /> vehicles in the streets in parking meter zones, to prevent the abuse of <br /> such privilege, and to establish parking meter fees for such privilege and <br /> for recouping and defraying the costs of said program. <br /> B. The regulations contained in this Chapter shall be deemed to be in 3 <br /> addition and supplementary to the regulations now in force and effect with <br /> reference to the regulation of traffic and parking in the spaces controlled <br /> E <br /> by parking meter zones as herein provided for or hereafter created. I <br /> 10.48.020 – Definitions <br /> For the purposes of this Chapter, the following terms shall have the <br /> following meanings, only indicated otherwise by context: <br /> i <br /> Parking meter – any device, including a parking pay station, located <br /> adjacent to or near any parking space regulated by this Chapter and which <br /> (i) provides for the collection of a prescribed fee for the privilege of parking <br /> in said space, and (ii) establishes and publishes the lawful time permitted <br /> for such privilege. <br /> Parking pay station – a parking meter that regulates one or more parking <br /> spaces and that establishes and publishes the lawful time permitted for <br /> parking privileges by either indicating same on the face of the device or by r <br /> providing a proof of payment receipt, to be displayed on the driver side <br /> window or dashboard, indicating such information. <br /> Person – any person who parks a vehicle in violation of this Chapter, and ' <br /> any person or entity who is the registered owner or the lessee of a vehicle <br /> parked in violation of this Chapter. As provided in Section 304.120 RSMo., <br /> no liability shall be imposed on an owner when the vehicle is being <br /> permissively used by a lessee if the owner provides the city with the <br /> name, address, and operator's license number of the lessee at the time f <br /> the violation occurred. <br /> t <br /> 10.48.030 - Parking meter zones—Designated. <br /> There is established in the city of University City designated parking meter l <br /> zones, which shall include the following streets or parts of streets: <br /> Zone A– Fifteen-minutes Limitation <br /> Delmar Boulevard: South side, the first parking stall west of Melville <br /> Avenue. <br /> t <br /> Loop South: South side thereof from a point fifty-one (51) feet of the west r <br /> curb line of Melville Avenue to a point twenty (20) feet to the west.
