INTRODUCED BY: Mr. Glickert DATE: March 12, 2012 <br /> BILL NO. 9155 ORDINANCE NO. 6888 <br /> AN ORDINANCE APPROVING A REDEVELOPMENT CONTRACT <br /> BETWEEN THE CITY'S LAND CLEARANCE FOR <br /> REDEVELOPMENT AUTHORITY AND HABITAT FOR HUMANITY <br /> ST. LOUIS AND AUTHORIZING THE TRANSFER OF PROPERTY <br /> FOR SAID REDEVELOPMENT, ALL AS PROVIDED HEREIN. <br /> WHEREAS, in 2008, the City acquired five vacant residential lots at minimal cost <br /> from the St. Louis County Trustee, specifically located at 6600 and 6630 Crest Avenue and <br /> 6621, 6637, and 6649 Bartmer Avenue (the "Property"), all of which are located in the 6600 <br /> block of the Bartmer and Crest Redevelopment Area; and <br /> 1 <br /> WHEREAS, thereafter the City attempted to redevelop the Property as single-family <br /> residential, to LEED-certified standards, through a public-private partnership, and although <br /> the City received one bid in response to a request for proposals, the bidder was not able to <br /> obtain financing and the effort failed; and <br /> WHEREAS, the effort to develop the Property to LEED certified residential <br /> continued through the City's Land Clearance for Redevelopment Authority (the "LCRA"), <br /> duly formed by the City pursuant to Sections 99.300 RSMo.et seq. (the "LCRA Act"): and <br /> WHEREAS, on June 30, 2011 the LCRA found the Property to be located in a <br /> blighted area, being the Bartmer and Crest Redevelopment Area, and the Council of <br /> University City so declared the same by ordinance on September 12, 2011; and <br /> WHEREAS, on December 22, 2011, and in accord with the LCRA Act,the Authority <br /> issued its request for proposals for a redevelopment contract for the residential redevelopment <br /> of the Property to LEED-certified standards, and Habitat for Humanity St. Louis (the i <br /> "Developer")responded by submitting the attached Exhibit A, incorporated by reference (the ' <br /> "Contract"); and <br /> i <br /> WHEREAS, at its meeting of January 17, 2012, the LCRA considered and approved <br /> the Contract, in substantial conformity with Exhibit A, and authorized its Executive Director <br /> to so notify the City Council, all as provided in the attachedExhibit B; and <br /> WHEREAS, for the LCRA to execute the contract and proceed with the <br /> redevelopment of the Property, the Council must approve the Contract and authorize the <br /> transfer of the Property to the Developer under the terms and conditions establishedtherein; € <br /> NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE <br /> CITY OF UNIVERSITY CITY, MISSOURI,AS FOLLOWS: <br /> Section 1.
