(Other than the definitions added by this Section 1, there are no additional changes to <br /> Section 8.24.010 of the Municipal Code.) <br /> Section 2. Section 8.24.020 of the Municipal Code of the City of University <br /> City, Missouri, is hereby repealed, and a new Section 8.24.020 is enacted in lieu thereof, to <br /> read as follows: <br /> Chapter 8.24 Nuisances <br /> Title I General Provisions <br /> Section 8.24.020 "Nuisance", Defined <br /> "Nuisance" means a continuing or recurring act or physical condition which is <br /> made, permitted, or allowed by any owner on any premises or public property <br /> which is injurious or detrimental to the health, safety, welfare, or convenience <br /> of the inhabitants of University City, or any act or condition so designated by <br /> statute or ordinance. <br /> Section 3. Section 8.24.260, Places Used For Illegal Sale And Use Of Controlled <br /> Substances, and Section 8.24.270, Places Used For The Commission Of Crimes Or <br /> Ordinance Violations, Or Acts Done, Permitted, Allowed Or Continued To The Damage Or <br /> Injury Of Any Inhabitants Of The City, of the Municipal Code of the City of University City, <br /> Missouri, are hereby repealed, and a new Section 8.24.260 of the Municipal Code is enacted <br /> in lieu therefore, to be known as "Criminal Nuisances" and to read as follows: <br /> Chapter 8.24 Nuisances <br /> P <br /> Title II Certain Specific Nuisances <br /> Section 8.24.260 Criminal Nuisances <br /> A. Defined. <br /> 1 <br /> A criminal nuisance exists when one or more incidents, acts, or <br /> physical conditions of premises are unabated by an owner after notice of <br /> same has been provided in accord with this Section. An actionable criminal <br /> nuisance shall require proof of more than one (1) of the following incidents, <br /> acts, or physical conditions occurring and recurring within 12 months: <br /> 1 <br /> 1. The illegal sale, manufacture, storing, possession, distribution, <br /> or use of narcotics or other controlled substances or precursors; <br /> 2. The illegal sale, manufacture, storing, possession, distribution l <br /> or use of drug paraphernalia or precursors; <br /> 3.
