I INTRODUCED BY: Mr. Price DATE: August 12, 2013 BILL NO.: 9192 ORDINANCE NO.: 6923 AN ORDINANCE DECLARING CERTAIN PARCELS IN THE 6500 BLOCK OF PLYMOUTH AVENUE ARE BLIGHTED UNDER THE LAND CLEARANCE FOR REDEVELOPMENT AUTHORITY LAW AND APPROVING A REDEVELOPMENT PLAN FOR THE AREA. Q BE IT ORDAINED by the council of the city of University City, Missouri, as follows: WHEREAS, the City of University City ("City") received a request in connection with a blight report and proposed redevelopment plan under Chapter 99, RSMo to consider eight parcels located in the 6500 blocks of Plymouth Avenue to be blighted; WHEREAS, conditions exist which endanger life or property by fire or other causes and constitute an economic or social liability or a menace to the public health, safety, morals or welfare in the present condition and use of certain parcels in the 6500 block of Plymouth Avenues; and WHEREAS, such conditions are beyond remedy and control solely by regulatory process in the exercise of the police power and cannot be dealt with effectively by ordinary private enterprise without the aids provided in the Land Clearance for Redevelopment Authority Law contained in Sections 99.300 to 99.600 RSMo. ("LCRA Law"); and WHEREAS, there is a need for the Land Clearance for Redevelopment Authority of University City ("LCRA"), a public body corporate and politic created under Missouri law, to undertake the development of the above described parcels as a land clearance project under the LCRA Law, pursuant to plans by or presented to the LCRA under Section 99.430.1(4) RSMo.; and WHEREAS, the City established a partnership with Habitat for Humanity St. Louis ("HFHSL") for the development of infill housing in the northeastern part of the City on January 24, 2011; and WHEREAS, HFHSL has prepared a blighting analysis (the "Blighting Analysis") for the certain parcels in the 6500 Block of Plymouth Avenue Area (the "Area") dated March 6, 2013, and a Redevelopment Plan ("Plan") for the Area dated April 25, 2013 and presented both to the LCRA on June 20, 2013; and WHEREAS, a general plan has been prepared and is recognized and used as a guide for the general development of the City, known as the 2005 Comprehensive Plan Update (the "Comprehensive Plan"); and WHEREAS, the LCRA considered the Blighting Analysis and Plan prepared and presented by HFHSL, found that the Plan conforms to the Comprehensive Plan, and has forwarded said recommendations to the Plan Commission of the City ("Plan (` Commission") and to the City Council of the City ("City Council"); and 1
