WHEREAS, the Plan Commission considered the Plan on June 26, 2013 and <br /> found that the Plan conforms to the Comprehensive Plan; and <br /> WHEREAS, the LCRA and Plan Commission have made and presented to the I <br /> City Council the reports, statements, and certifications required to be made and t <br /> submitted by Section 99.430 RSMo., and the City Council has been fully apprised by <br /> the LCRA and Plan Commission of the facts and is fully aware of the conditions in the <br /> Area; and <br /> WHEREAS, the City Council has duly considered the reports, recommendations, <br /> and certifications of the LCRA and the Plan Commission and found that it is desirable <br /> and in the interest of the public's health, safety and welfare that the Plan be <br /> administered in the Area; and <br /> WHEREAS, in accordance with the requirements of Section 99.430 RSMo. the <br /> City Council advertised that it would hold a public hearing on the Plan; and the City <br /> Council held said hearing at the time and place designated in the advertisement, and all <br /> those who were interested in being heard were given a reasonable opportunity to a <br /> express their views; and <br /> ; <br /> WHEREAS, the City Council now desires to take appropriate official action <br /> respecting the approval of the Plan under the provision of Section 99.430 RSMo. <br /> NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF <br /> UNIVERSITY CITY AS FOLLOWS: <br /> I <br /> SECTION ONE. Blighting Determination. The Blighting Analysis of the area is <br /> attached and incorporated as Exhibit "1". The City Council finds and declares that eight <br /> parcels in the 6500 Block of Plymouth Avenue, more specifically addressed as 6514 <br /> Plymouth, 6518 Plymouth, 6522 Plymouth, 6524 Plymouth, 6526 Plymouth, 6523 <br /> Plymouth, 6525 Plymouth and 6545 Plymouth, to be a "blighted area," as defined by <br /> Section 99.320 of the LCRA Law, by reason of predominance of unsanitary and unsafe f <br /> conditions, deteriorated or inadequate site improvements, improper subdivision or <br /> obsolete platting, conditions which endanger life or property by fire or other causes and <br /> constitute an economic or social liability or a menace to the public health, safety, morals <br /> or welfare in the present condition and use of the Area <br /> SECTION TWO. City Council's Plan Determination. The Redevelopment Plan <br /> for the Area ("Plan") is attached as Exhibit "2" and incorporated by reference. The City <br /> Council finds and declares as follows: =' <br /> The Area qualifies as an area in need of redevelopment and that the redevelopment of I <br /> the Area is necessary and in the interest of the public health, safety, morals and general I <br /> welfare of the people of the City, all as permitted by and provided in the LCRA Law; <br /> The Plan is feasible and conforms to the City's Comprehensive Plan; I <br /> The Plan contemplates new construction of the designated real property in the Area; <br /> and i <br /> 1 <br /> The Plan, having been duly reviewed and considered by the City Council, the Plan <br /> Commission, the LCRA, and their respective officers and staff, is hereby approved. 1. <br /> i <br />
