FUNCTIONS AND DUTIES OF THE <br /> HUMAN RELATIONS COMMISSION.. <br /> BE IT ORDAINED BY THE COUNCIL OF THE CITY OF <br /> UNIVERSITY CITY, MISSOURI AS FOLLOWS; <br /> Section 1. Ordinance No. 6849 is hereby repealed and in lieu thereof this new ordinance is <br /> enacted so as to amend Section 3 —Functions and Duties of Commission. <br /> Section 2. University City Commission on Human Relations: There is hereby created a <br /> commission to be known as the University City Commission on Human Relations. The <br /> commission shall consist of seven members, who are qualified voters of University City, <br /> appointed by the City Council. The terms of office of all members shall be for a period of three <br /> years and until their successors are appointed and qualified, except that of the members first <br /> appointed, the Council shall designate three to serve for a period of one year and three to serve <br /> for a period of two years, the remaining three members shall serve for a period of three years. <br /> Thereafter all appointments shall be for a period of three years. In the event of the death or <br /> resignation of any member, their successor shall be appointed by the Council to serve for the <br /> unexpired period of the term for which such member has been appointed. <br /> All members shall serve without compensation. <br /> Section 3. Functions and Duties of Commission: The commission shall act in an advisory <br /> capacity to the Council and its functions and duties shall be to foster mutual self-respect and to <br /> further amicable relations among the various segments of the population which together <br /> comprise the City of University City; to help preserve and further the good name of University <br /> City for tolerance and fair play and promote even better relations among its people; to help make <br /> it possible for each citizen, regardless of race, religion, creed, color, ancestry, national origin, <br /> sex, sexual orientation, gender identity, age, disability, political affiliation, marital status, <br /> familial status, income, or education level to develop their talents and abilities without limitation; <br /> and to aid in permitting the community to benefit from the fullest realization of its human <br /> resources. <br /> In order to accomplish the objectives herein set out, the commission shall: <br /> 1. advise the City Council and other officers of the City on problems affecting human and <br /> inter-group relations; <br /> 2. make studies and surveys to provide accurate data for orderly and constructive <br /> community development, and to <br />
