3. recommend such measures as are deemed necessary to carry out the objectives for which <br /> the commission has been created; <br /> 4. encourage community support for educational programs <br /> 5. recommend to the Council legislation designed to: (a) combat those misconceptions, <br /> prejudices, and untruths which tend to set group against groups; (b) reduce tensions <br /> created by ignorance and bigotry and ( c ) eliminate discriminatory practices arising from 1; <br /> prejudice. <br /> 6. receive and review discrimination complaints enumerated in the first paragraph of this <br /> section(section 2). <br /> Section 4. Election of Chairman—Meetings—Records: The commission shall elect its chair <br /> from among its members and create and fill such other of its offices as it may determine. The <br /> term of the chairman shall be for one year and the chair shall be eligible for re-election. The <br /> Commission shall hold at least one regular meeting in each quarter. It shall adopt rules for the <br /> conduct of its meetings and transaction of business and shall keep a record of such resolutions, <br /> transactions, and finding and promptly inform the Council regarding all matters it has <br /> considered. The commission shall furnish the Council copies of the minutes of all meetings and <br /> during the month of January of each year the commission shall furnish the Council an annual <br /> report covering all of its actions during the previous calendar year. <br /> Section 5.
