190.5 Qualifications of contractors and workers. The Building Commissioner shall not be required <br /> to issue a permit unless the contractor and workers are qualified to carry out the proposed work in <br /> accordance with the requirements of this Code. Refusal or inability to comply with Code requirements <br /> on other work shall be considered as evidence of lack of such qualifications. <br /> (SECTION 191 NUMBERING OF BUILDINGS AND UNITS) <br /> 191.1 Building permits. Before a building permit is issued for the erection of any building requiring a <br /> number, the applicant shall be assigned an official number for the building in accordance with the <br /> standard numbering system established for the city. l` <br /> 191.2 Numbering system. On all east and west streets, numbers shall be a continuation of the <br /> numbering system established by the City of St. Louis, with odd numbers on the north side and even <br /> numbers on the south side. On all north and south streets, Forsyth Boulevard shall be the dividing <br /> line, and numbering shall be assigned northwardly and southwardly from such dividing line, with even <br /> numbers on the east side and odd numbers on the west side. In all cases numbers shall be in <br /> sequence. <br /> 191.3 Use of other than official number. It shall be unlawful for any owner or occupant of building <br /> to use any number other than the official number as shown in the records of the Department of <br /> Community Development. <br /> 191.4 Display of building numbers. The officially designated building numbers shall be displayed as <br /> required by this code, so that such building number is easily observed and readable from the street 1, <br /> indicated by the address; from the alley, if an alley adjoins the premises; or from parking areas. <br /> 191.5 Unit identification. In buildings containing more than one dwelling unit or tenant space, every <br /> entry shall be labeled by a number and/or letter identifying the unit. Identification shall consist of the <br /> official numbers or letters identifying the unit; a minimum of 1 inch in height and 3/16 inch thick stroke; <br /> located near or on the door; contrasting the background; and shall be more than 4 feet from the floor. <br /> { <br /> (CHAPTER 2 DEFINITIONS) <br /> (SECTION 202 DEFINITIONS) <br /> Abandoned hazard. Any facet of construction, including but not limited to, excavations, demolitions, <br /> construction, etc. in which there is no one involved with the job on the premises. <br /> Excavation. Any removal of soil, fill, etc. for work pertaining to construction or similar activity that <br /> could constitute a hazard to the health, safety, or welfare of an individual or the public. <br /> Temporary Excavation. An excavation for the burial or service of utilities to a premises that remains <br /> for no longer than two days without being fully backfilled. <br /> Workmanlike. Executed in a skilled manner; e.g. generally straight, plumb, level, square, in line, <br /> undamaged and without marring adjacent work. <br /> 15 <br />
