(SECTION 104 DUTIES AND POWERS OF BUILDING OFFICIAL) <br /> 104.90 Restriction on employees. No official or employee connected with the Department of <br /> Community Development, except one whose only connection is that of a member of a citizen Board <br /> or Commission, shall be engaged, directly or indirectly, with the furnishing of labor, materials or <br /> appliances for the construction, alteration or maintenance of any structure within the City of University <br /> City, or the preparation of construction documents thereof, without the express approval of the City <br /> Manager, unless that person is the owner of the structure; nor shall such officer or employee engage <br /> in any activity or work which conflicts with his or her official duties or with the interests of the <br /> Department. <br /> (SECTION 105 PERMITS) <br /> 105.1 Required. Any owner or authorized agent who intends to construct, enlarge, alter, repair, <br /> move, demolish, or change the occupancy of a building or structure, or to erect, install, enlarge, alter, <br /> repair, remove, convert or replace any electrical, gas, mechanical or plumbing system, the installation <br /> of which is regulated by this Code, or to cause any such work to be done, shall first make application <br /> to the Building Official and obtain the required permit. Permits shall be required for, but not limited to, <br /> the following: <br /> 1. Re pair of a fire damaged or condemned structure or equipment. <br /> 2. Cut ting away of any walls, partitions or portion thereof. <br /> 3. Close up of exterior wall openings. <br /> 4. Re moval or cutting of any structural beam or load-bearing support. <br /> 1 <br /> 5. Re moval or change of any required means of egress, or rearrangement of parts of a structure <br /> affecting the egress requirements. <br /> 6. I ncrease or decrease the number of dwelling units in a structure. <br /> 7. Ch ange of occupancy within the same use group, or change the use of all or part of a structure to <br /> another use group. <br /> 8. I nstall dropped ceilings or otherwise create concealed spaces. &` <br /> 9. I nstall bars or protective grills on windows or door openings. <br /> 10. Accessory buildings, such as tool sheds, cabanas, "play houses," etc., more than 50 square feet <br /> in area. <br /> 11. Change in roof covering system. <br /> 3 <br />
